- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-NIH-2118531 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04, January 30, 2022. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 employees. The requirement is being competed full and open competition, with a brand name restriction, and without a small business set-aside. This is a BRAND-NAME requirement. The Rocky Mountain Laboratory (RML), Laboratory of Virology (LV) studies emerging and re-emerging viral pathogens with an aim of developing diagnostics, treatments, and vaccines. The sections focus on the lifecycle of certain viral pathogens that are likely to cause serious or lethal human disease. The Laboratory of Virology (LV) conducts innovative scientific research on viral agents requiring high or maximum containment (biosafety level-2 to biosafety level-4). These agents include filoviruses, bunyaviruses, arenaviruses, and flaviviruses. Research studies focus on vector/reservoir transmission, viral ecology, pathogenesis, pathophysiology, and host immune response of these viral pathogens. A significant goal is to develop diagnostics, vaccines, and therapeutics against these agents.� The lab is requesting a Glomax Explorer, Glomax Luminometer Light Plate, and Light Plate ABS/Fluor for use for quantification of light absorption, luminometer and fluorescence readings.�� This is a BRAND-NAME request, see J and A attached. A number of immunologic, cellular and virologic assays utilized within the Laboratory of Virology employ light, fluorescence or luminometer readers. The current readers are older and have limited functionality, including a limitation on wavelength options, electronic limitations on sending data outside containment, and are multiple pieces of equipment with highly specific uses. The GloMax Explorer will allow an upgrade to a single piece of equipment which will provide the functions of three older models that have been in the containment laboratory and allows for electronic data transfer rather than paper printouts.
