Description
Request for Proposal (RFP) � AGR-2022-22105 for Minor Construction - Work Ordering Agreement (WOA) The National Renewable Energy Laboratory (NREL) is a national laboratory owned by the U.S. Department of Energy (DOE). NREL is the only federal laboratory dedicated to research, development, commercialization, and deployment of renewable energy and energy efficiency technologies. NREL is managed and operated for DOE�s Office of Energy Efficiency and Renewable Energy by The Alliance for Sustainable Energy (Alliance), the �M&O Contractor.� The Alliance for Sustainable Energy, LLC (hereafter referred to as �NREL�) in its capacity as the M&O contractor for the DOE facility does not self-perform any work identified as �Construction Wage Rate Requirements� formerly known as the Davis-Bacon Act. As such, NREL requires subcontracts for on-site construction services that have been organized into the following tiered approach. NREL offers many opportunities to the local construction, architectural and engineering communities because of the requirement to maintain the laboratory�s facilities and sites.� The projects will primarily consist of general building type projects, such as:� retrofits, renovations, and repair and maintenance.� ��Join us in our mission by continuing to improve our sites and facilities so NREL can continue to accelerate the development of renewable energy and energy-efficient technologies. � Minor Construction: projects estimated to be between $2,000 and $100,000 largely procured through a WOA (predominantly performed by small businesses) � Construction: projects estimated to be between $100,001-$3M, procured through a Task Ordering Agreement (TOA) (predominantly performed by small businesses) or stand-alone subcontracts for projects that are complex in nature (performed by a mix of small and large businesses). � Major Construction: projects estimated to be more than $3M (performed by a mix of small and large businesses) It is also NREL�s intent to award up to three (3) Work Ordering Agreements for Construction Services under which work orders will be issued. The NAICS code for this 236220.� Each WOA will include a Basic Annual Period plus four (4) Annual Option Periods.� The objective of this Work Ordering Agreement is to provide a method to complete work on the US DOE�s facilities that range between $2,000 and $100,000 per project in various disciplines in an efficient and cost-effective manner. The Subcontractor shall provide minor construction services (existing facility modifications, retrofits, additions, changes, alterations) required to support NRELs mission, research operations and continued facility functionality.
