- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified vendors, to include Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses, interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The North American Classification System (NAICS) code for this acquisition is NAICS: 561311 Employment Placement Agencies ($30.0M) PSC: Q802 Clerical Medical Support Office/ward clerks, admission and disposition, medical secretaries, and healthcare program assistants Responses to this notice shall include the following: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business (large or small) (i) If small business, type of small business, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, and (j) Must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below. The Veterans Health Administration (VHA) has a requirement for services that support general administrative tasks in healthcare administration and clinical sections at the following VA Health Care Systems: New Mexico VA Health Care System, located at 1501 San Pedro SE, Albuquerque, NM 87108 Long Beach VA Health Care System, located at 5901 E. 7th St., Long Beach, CA 90822 Loma Linda VA Health Care System, located at 11201 Benton St., Loma Linda, CA 92357 Phoenix VA Health Care System, located at 650 E. Indian School Rd., Phoenix, AZ 85012 Northern Arizona VA Health Care System, located at 500 Highway 89 North, Prescott, AZ 86401 San Diego VA Health Care System, located at 3350 La Jolla Village Dr., San Diego, CA 92161 Southern Arizona VA Health Care System, located at 3601 S. 6th Ave, Tucson, AZ 85723 Greater Los Angeles VA Health Care System, located at 11301 Wilshire Blvd., Los Angeles, CA 90073 Services performed shall be a variety of functions that support general administrative tasks in health care administration and clinical sections. These duties include but are not limited to: Medical Support Assistants (MSA) working in outpatient clinics, patient call centers, or consult management team performing patient scheduling and general reception functions at a medical center or outpatient clinic. Scanning of records and documents into an Electronic Medical Record (EMR) to support HIM functions at medical centers. Providing general reception support in the Release of Information (ROI) offices at various medical centers. Processing of claims for reimbursement for patient related travel (mileage reimbursement and vendor claims) and dispatch assistance for the Veterans Transportation Service at each medical center. Assistance with processing claims for Eligibility and Enrollment at all VA Medical Centers in the network, as well as general reception support for all administrative offices at the facilities. Support for Community Care departments at all medical centers for community care scheduling, answering phone calls in that department, general reception functions, and consult management work. The VISN 22 Desert Pacific Healthcare network needs 160 to 320 full-time employees (FTE) to support these general administrative functions. This contract includes supervision that coordinates staffing assignments at each facility that participates in this contract. This would include Medical Support Assistants/Administrative Professionals (DOL Labor Category: 01112 General Clerk II) to perform a variety of technical support duties that facilitate the work of physicians, physician assistants, nurses, nursing assistants, and other members of the medical facility who provide direct patient care. In addition, it would include at least eight (8) Supervisory Medical Support Assistants/Administrative Professionals to coordinate leave, oversee the quality of work, and act as a liaison for the contract staff. DUTIES: Medical Support Assistant: MSAs are considered the chief sources of patient care and patient flow information and are responsible for a range of duties which include interpreting and verifying provider orders in accordance with VHA National Scheduling Directive guidelines. The MSA shall: Schedule, cancel, and re-schedule patient appointments and/or consults; enter no-show information; prepare for clinic visits; and monitor appointments and consults. Enter recall reminders in Veterans Health Information System Technology Architecture (VistA) Scheduling Graphical User Interface (GUI), monitor recall reminder processes and delinquencies, and ensure encounter forms are completed to obtain appropriate workload credit; respond to VistA, VistA Scheduling GUI, and Computerized Patient Record System (CPRS) alerts. Scan insurance cards, protect secure information, and complete all insurance capture buffer (ICB) encounters required by ICB. Work with patients to complete ROI forms to pass to ROI team for further action teach patients how to sign up for the secure messaging system in MyHealtheVet, authenticate patient access in the secure messaging system in MyHealtheVet, and receive and relay messages between patient/provider using the secure messaging system, etc. Make outgoing and receive incoming phone calls. Travel Clerk: The travel clerk shall: Review requests for reimbursement of travel costs and reconcile claims/vouchers for payments using electronic systems. Review ambulance claims for eligibility and payment. Assist in arranging transportation for eligible patients and work with clinical teams to request appropriate mode of transportation. File Scanning: Contractor personnel performing file scanning shall assist the HIM service in scanning and/or uploading outside medical records into the EMR. Community Care: Contractor personnel working in Community Care shall assist VA Community Care Staff in contacting Veterans to obtain preferences (if needed), scheduling/rescheduling appointments with community providers, and entering appointment provider, date, and time information. After the appointment, contractor personnel shall follow-up with the community provider or Veteran to confirm the Veteran was scheduled and/or went to their appointment and then request their medical records. Once received, contractor personnel shall scan (if needed) and index the medical records to the pertinent consult. Eligibility and General Reception: Contractor personnel performing reception duties shall provide general reception services in the Eligibility Office and other front facing administrative offices across the medical centers and outpatient clinics. Contractor personnel shall answer general administrative questions from Veterans, greet all customers in a courteous and efficient manner, and administratively triage the particular customers needs and assist in connecting them with the appropriate staff member to resolve. Contractor personnel shall cover workload for general administrative staff who are on extended leave, bridge the gap during vacancies, or expect reassignment to handle work backlog in any clinic or area needed. Contractor personnel shall possess the ability to quickly adapt to change, handle multiple tasks simultaneously, and accommodate new situations and realities. Contractor employees shall learn all the required duties of the medical support assistant, file scanning, travel support, eligibility support, community care, general administrative or reception duties, and effectively function with little or no dependence on others. PLACE OF PERFORMANCE: Work performed under this contract shall be performed at VA medical centers, Patient Call Centers, and Community Based Outpatient Clinics (CBOC) in Southern California, Arizona, and New Mexico. Contractor personnel may have the option to telework/work virtually as defined by VISN 22. Each main facility is listed above. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to william.cook2@va.gov. All information submissions shall be received no later than 12:00 PM Pacific Daylight Time on Monday, March 21, 2022. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
