- FY22 NOYES CUT CONSTRUCTION W912HN22B5004 NAICS: 237990 Size Standard: $39.5 M This synopsis is for the FY22 Noyes Cut Construction. This acquisition is being offered as a 100% Small Business Set Aside and will result in a Firm Fixed Price Contract Award. The magnitude of this requirement per FAR 36.204 is between $1,000,000.00 and $5,000,000.00 Project Location: The work is located�in Camden County, Georgia. The Site is remote and only accessible by water, see below for further details. Project Description: The proposed project includes closure of two man-made cuts in the salt marsh north of the Satilla River in Camden County, GA: Dynamite Cut (approximate location: 31.0101 N, 81.5466 W) and Old River Run (approximate location: 31.0066 N, 81.5328 W). This work is part of the Noyes Cut Ecosystem Restoration Project and has the objective of increasing tidal exchange throughout the system, restoring salinity gradients to Dover Creek, and reducing shoaling in Umbrella Creek. The Site is remote and only accessible by water. It is located approximately 10 linear miles south of Brunswick, GA and is 11 linear miles from the Woodbine boat ramp located at 103 E 1st ST., Woodbine, GA, 31569 and 8 linear miles from the Tidelands Nature Center boat ramp located at 100 S Riverview Dr., Jekyll Island, GA 31527. The site is subject to large tidal variations typical to the Georgia coast and the site may not be accessible at all tide stages for all types of equipment. The contractor will verify site accessibility for selected equipment. Vessel traffic in the vicinity of the site is expected to be minimal and limited to occasional recreational boaters and small commercial crab fishing boats. Each cut closure structure will consist of a trapezoidal rubble mound-type structure with a 3:1 H:V slope and an approximate length of 200 ft at Dynamite Cut and 75 ft at Old River Run. The width at the crest will be approximately 6 ft for each structure. Each structure will be made entirely of GDOT Type I riprap. The current estimate for rock quantities is approximately 8,000 tons for Dynamite Cut and 2,800 tons for Old River Run. The contractor will be responsible for furnishing, stockpiling, and placement of all rock. The rock will be carefully placed within the template using approved equipment in a manner to produce a well-graded mass of rock and to minimize impacts to fish and wildlife. The contractor will install aids to navigation consisting of signs and other markings mounted on pile foundations at each cut closure location. The site is owned by the State of Georgia and all applicable laws and regulations of safe vessel operation will be maintained. All work at the site will be conducted form floating platforms and no equipment will be allowed to be placed in the marsh. During construction, the contractor will use best management practices to minimize damage to the marsh and impacts to fish and wildlife. Marsh that is damaged outside of the established footprint of the structure will be restored by the contractor at no additional cost to the Government. The estimated construction duration for�this project�is 270 calendar days after issuance of the Notice to Proceed. Evaluation Criteria: The contract will be solicited and procured using Sealed Bidding Procedures under FAR Part 14. NOTE: This solicitation will be issued in electronic format only and is anticipated to be available on or about March 23, 2022.� Please note that only authorized transmission method for proposals in response to this solicitation is electronic via the PROCUREMENT INTEGRATED ENTERPRISE ENVIRONMENT (PIEE), no other transmission methods (email, facsimile, regular mail, handcarried, etc) will be accepted.�The Offeror�s Bid must be received by the Government by the date/time specified in the solicitation.
