- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. FAR Part 13 procedures will be utilized. (ii) Solicitation W50S9F-22-Q-0006 is issued as a Request for Quotation (RFQ). (iii) All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04, effective 30 January 2022, and Defense Acquisition Circular DPN 20211230, effective 1 January 2022. (iv) This RFQ is solicited as a Total Small Business Set-Aside. The NAICS is 238290 with a small business size standard of $16.5M. (v - vii) The 115th Fighter Wing, Wisconsin Air National Guard, has a requirement to disassemble VLMs (Vertical Lift Machines) and palletize/crate them in a manner that they can be efficiently stored on-site. After an anticipated construction project is completed, the contractor will install/reassemble the VLMs to full working order. There are five VLMs, model Remstar Shuttle-XP-500-2450X864-US. See the Statement of Work for all requirements. A firm fixed price contract award is anticipated. A site visit is offered; see section (xv) Instructions to Offerors for details and registration. The following line items are anticipated: Line Item; Description/Quantity Item 1: Disassemble and crate five VLMs for storage, 1 EACH. Disassembly may be started as early as four weeks prior to start of a separate construction project, but crating must be complete no later than two weeks prior to construction. Item 2: After construction completion, reassemble and install the VLMs in the new location to full working order, 1 EACH. Item 3 (Option 1): After construction completion, reassemble and install the VLMs in the new location to full working order, 1 EACH. The timeframe for both disassembly and reassembly of the VLMs is 100% dependent on a separate construction project for building 510, which is estimated to begin in July 2022 and end in July 2023. The Government anticipates completion of both Items 1 and 2 within one year of the date of award, but because Item 2 is entirely dependent upon construction completion, the option (Item 3) is added as a contingency in the event construction delays completion of Item 2 past one year. In the event Item 3 is exercised, the contract will be modified to remove Item 2. Only Items 1 & 2 or Items 1 & 3 will be needed to complete this requirement. (viii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items, is included in this solicitation. The Government intends to award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. Determination of best value will include an evaluation of price, past performance, and technical. The price for the option will not be included in the evaluation for award purposes (see the provision at FAR 52.217-3, Evaluation Exclusive of Options). (x) The offeror must include a completed copy of the provision at FAR 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items with a quote, or be currently registered in the SAM website with Representations and Certifications completed. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Any additional clauses cited in FAR 52.212-5 are listed in section xiii. (xiii) The following additional agreement requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition: This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Governments intent to make award. This is not a commitment of funds or contract award. Service Contract Labor Standards apply. See the attached wage rates that apply to Dane County, Wisconsin. It is your responsibility to make sure your quote is received. Instructions to Offerors: 1. Quotes in response to this solicitation MUST include: a. Complete pricing for all items in the Statement of Work. Include pricing for Items 1, 2 and 3 identified above. b. The Offeror�s Unique Entity Identifier (UEI) c. A description of the offeror�s technical capabilities relating to this requirement. This must include how the offeror will ensure that the equipment is operational to the manufacturer�s standards after completion. d. A copy of the representation at FAR 52.204-26, or have completed the representation in the vendor�s SAM profile. e. Reference RFQ W50S9F-22-Q-0006 in the subject 2. Quotes must be valid until 31 May 2022. 3. All contractors shall be fully registered in the System for Award Management (SAM) at the time a quote is submitted to the government. Offerors shall ensure SAM registration is active. 4. It is the interested Offeror�s responsibility to check Contract Opportunities on SAM.gov for updated information. 5. A site visit will be conducted at Truax Field, 3110 Mitchel St, Madison WI 53704 on February 18, 2022 at 10:00 am CST. Information provided at this site visit, as well as answers to questions, shall not alter the terms and conditions of the solicitation. In order to attend, interested parties must pre-register prior to 3:00 pm CST on February 16, 2022. Register for the site visit by emailing the POC indicated on this RFQ. When registering for site visit include First Name, MI, Last Name, DOB, Driver�s License Number and home address for all parties planning to attend. Include the RFQ number and solicitation title in the subject line. You will receive a confirmation indicating where to meet. Failure to do so may inhibit participation at the site visit. (xvi) All questions shall be in writing. Questions shall be emailed to the primary point of contact shown on this RFQ. Questions not received within a reasonable time prior to the response date may not be answered.
