Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Vaisala, Inc, 194 South Taylor Avenue, Louisville, CO, 80027 for the purchase of 30 each Weather Transmitter WXT530 Series 6B1B1A2D1B1B for further field testing.� This purchase is for the National Data Buoy Center (NDBC) at Stennis Space Center, MS. Sole Source Justification This procurement is for the next generation Vaisala all-in-one weather sensor model WXT536. During the initial development of the Self-Contained Ocean Observations Payload (SCOOP) system, all of the commercially available all-in-one weather sensors were evaluated for use on the SCOOP system.� A very limited number of sensors met the NDBC technical requirements. �� The WXT536 as well as two other brands are currently under field testing.� The Vaisala WXT536 sensors passed the laboratory testing and early field testing.� This procurement is to purchase units to test in the field to determine the survivability and any data issues that may be found during full-time use in the harsh marine environment. The NDBC have tested various other manufacturer�s sensors, however, the sensors have failed during testing deployments.� Issues include water intrusion, reliability and data accuracy, wind data outages that appear to be design related, data issues with barometric pressure, survivability of the sensor, laboratory testing of the humidity sensor, intermittent data when a storm with lightening (static charge) is present, high relative humidity readings, and lack of serial interface or message error checking. The NDBC performed internet searches and attended marine trade shows where vendors are present. The NDBC tested all commercial sensors that met or come close to the requirements and continues to work with vendors to find a commercial solution. Special Notice This is the only notice to be posted.� This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed weather sensors may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to shelley.neubert@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Vaisala, Inc. �� DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
