Description
This is a notice of intent to acquire Veeder Root fuel system monitoring components to be installed at Gas Station, Building 80, Schofield Barracks, Oahu, HI. The Army intends to incorporate the requirement for Veeder Root fuel system monitoring components into the fuel system replacement project at Gas Station, Building 80 located at Schofield Barracks, Oahu, Hawaii operated by The Exchange.� A separate purchase for fuel system monitoring components is neither intended nor forthcoming. The Directorate of Public Works requests to have Veeder Root fuel system monitoring components for the fuel system replacement project at Gas Station, Building 80 located at Schofield Barracks, Oahu, Hawaii.� The request requires the use of fuel system monitoring components from a single manufacturer to facilitate consistency and compatibility with an online inventory and equipment control platform called Insite360, which is used by The Exchange at its retail gas dispensing facilities (GDFs) worldwide.� Insite360 is a propriety system, owned and operated by Veeder-Root, the same manufacturer of the subject fuel system monitoring components. The Exchange has developed its training, Standard Operating Procedures, and alarm management protocols for its global retail fuel practice based off its monitoring equipment integrating seamlessly with Insite360.�� Exchange retail GDFs cannot be viewed as a standalone site, but rather as a node of a larger network.� Business operations, environmental compliance, and alarm management depend on seamless integration with the Insite360.� Due to Insite360 being a subsidiary of Veeder-Root, only Veeder-Root components, specifically the TLS-450+, will communicate with Insite360.� Any deviation from direct integration with Insite360 will result in a failure to meet Exchange requirements. Firms believing they have an alternate fuel system monitoring components that can fully meet the compatibility requirements of the Veeder Root Insite360 system may submit a capabilities statement.� The capability statement shall be submitted no later than 10:00 a.m. HST, on 22 March 2022 by email to Colin Waki at colin.k.waki@usace.army.mil and Kent Tamai at kent.a.tamai@usace.army.mil.� The statement shall include the following: a. Provide fully detailed specification sheets describing the alternate fuel system monitoring components offered that are equal to and fully compatible with the Veeder Root Insite360 system.� The specification sheets shall specify the manufacturer�s name, address and country of manufacture. b. Provide a narrative, no longer than 5 pages, addressing how the alternate fuel system monitoring components offered is fully comparable and compatible with each of the Veeder Root fuel system monitoring components listed below.� For each of the standards listed below, provide an explanation of how your product will function without modification, to operate in the same manner and functionality as the Veeder Rooter fuel system components.� Parts and systems of the alternate product offered must be completely interchangeable with Veeder Root fuel system monitoring systems.� The narrative shall also address the seamless interchangeability of parts and systems with the Veeder Root Insite360 system. The Government will not assume any costs for preparing or submitting information in response to this announcement.
