Description
The Department of Veterans Affairs, Network Contracting Office (NCO 12) Great Lakes Acquisition Center anticipates entering a single source procurement with TrillaMed, LLC. for GE CARESCAPE B450 Patient Monitor License Upgrades and Components. This acquisition is conducted under VAAR 819.7007. IAW VAAR 819.7007(b), the contracting officer's determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. The facility currently owns 85 CARESCAPE B450 monitors. These additional licenses and peripherals are required to standardize the monitoring capabilities between the telemetry boxes and patient monitors. This standardization will improve patient care and safety by increasing the number of vital signs measurements that can be transmitted from the patient monitor to the central station and alleviating issues that occur when transitioning patients between telemetry box monitoring and their hardwired patient monitor. In addition, this upgrade will allow for a wider arrange of alarm settings and increased detection of abnormal patient vitals using the existing patient monitors. The requested software licenses and installation/configuration are only offered by GE Healthcare and its authorized distributors to the VA. As the sole manufacturer and authorized service provider for these patient monitors, only GE Healthcare and its distributors can provide the required licenses and performing the installation and configuration. Other entities may identify their interest and capability by responding to this requirement no later than 3/10/2022 at 12:00 p.m. CST. This notice of intent is not a request for competitive proposals; however, all interested entities submitting a response to this notice must do so no later than the period specified for consideration. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received because of the notice of intent will normally be considered for determining whether to conduct a competitive procurement. No solicitation document is available.
