- Description
- National Geospatial-Intelligence Agency (NGA), Office of Contract Services (OCS) plans to contract on a sole source basis.� The authority to contract is in accordance with FAR Part 6.302-1.� The period of performance will be for a base year with four (4) one-year options. NGA�s Office of Geomatics (SFN) intends to contract by other than full and open competition for the EnhancedView Cloud Application Programming Interface (API) contract. SFN requires a new mechanism for delivery of EnhancedView-licensed commercial imagery to support modern computer-vision, machine-learning, and artificial-intelligence applications.� The National Reconnaissance Office (NRO) EnhancedView program provides NGA and our NSG partners access to this imagery, but NGA currently lacks a mechanism to retrieve EnhancedView licensed imagery from the commercial Amazon Web Services (AWS) cloud environment using system-to-system data calls. SFN requires rapid and intelligent access to Maxar�s �System Ready� 1B (basic level-unprocessed) imagery products to support 3D surface construction and other photogrammetric processes. An efficient access to Maxar�s EnhancedView commercial imagery archive is an integral component of SFN�s modernization strategy and pivot away from legacy 3D production techniques, in favor of automation and machine learning. The statutory authorities permitting the sole sourcing of services is FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements IAW FAR 6.302-1(a)(2). Market Research identified only one vendor, Maxar Technologies Company, capable of meeting the Government�s requirements.� Amazon�s AWS S3 (Simple Storage Service) would be a new delivery channel for the Maxar 1B products. In addition to rapid access enabled through AWS imagery delivery, SFN requires intelligent access to the Maxar archive via an API (Application Programming Interface) that supports search, filter, and thumbnail visualization based on product metadata. Maxar offers these capabilities to the commercial market via the Geospatial Big Data analytics (GBDX) cloud-based platform but these capabilities are not currently available to the government via EnhancedView. The following service requirements further support the justification of only one source and no other supplies or services will satisfy agency requirements: 1. The vendor will provide an API capable of accessing the Maxar basic all-band imagery catalog licensed under EnhancedView including login credentials, search, discovery, display (thumbnails), and transfer to cache. 2. The vendor API will allow NGA to manage WorldView-1, WorldView-2, WorldView-3, and GE-1 content (EnhancedView licensed content) from the historical catalog and ongoing collection. 3. The vendor will provide an all-band imagery cache for commercial imagery content. 4. The vendor will provide the cache of Maxar content in NITF 2.1 NCDRD format via AWS. 5. The vendor will provide a 50M km2 content cache available to NGA and its customers/partners. 6. The content cache will contain imagery identified by NGA determined geo-constraints and imagery metadata filters. 7. The vendor will offer a content management tool that allows for the removal or addition of imagery content based on defined NGA hosting parameters. 8. The vendor will develop infrastructure for usage reporting associated with the API. 9. The vendor will create and maintain monitoring of ingest services and alerts to capture system availability. 10. The vendor will perform system maintenance and monitoring. 11. The vendor will execute routine deployments of the API services following defect resolutions or new API enhancements. 12. The vendor will provide the API capability and content cache in the commercial AWS environment. This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received within 15 days after date of publication of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the Government.
