Statement of Work 2 VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM STATEMENT OF WORK GENERAL INFORMATION 1. Title of Project: Nurse Call Responder System for the Operating Room (OR) 2. Purpose: The purpose for obtaining a Nurse Call Responder System for the Operating Room (OR) area is so surgical and nursing staff have a functioning safety system in place to call on additional staff for immediate assistance during a patient emergency. Once available, the Nurse Call Responder System for the OR will provide surgical and nursing staff with the crucial ability to handle emergent patient situations without delay. The Nurse Call system for the OR enables all members of the care team with the ability to engage additional staff assistance and to mitigate possible injury to the patient or fellow staff. Scope of Work: To meet future plans and maintain system continuity of presently installed Rauland nurse call system hardware and equipment at the Harlingen Care Center, the contractor shall provide a Nurse Call Responder System for the OR area that precludes a perpetual stand-alone Nurse Call Responder System and includes a nurse call hardware and equipment system that is capable of fully integrating with a planned upgrade of the existing Rauland Nurse Call Responder System hardware and equipment installed at the Harlingen Care Center. The Nurse Call Responder System upgrade is required to be entirely capable of integrating seamlessly with the Rauland infrastructure at the Harlingen Care Center. Current Rauland infrastructure must be utilized in support of this requirement. Government costs cannot be incurred for unnecessary demolition and construction of an infrastructure rebuild. Nor, shall the VA Texas Valley Coastal Bend Health Care System experience unacceptable delays in fulfilling this requirement, and to continue with the already established Rauland infrastructure imbedded within the leased facility. Upon order, parts shall be delivered in five (5) working days. The system shall include three (3) consoles for installation. One (1) console shall be installed at the Command Center, Room 3E-105. The remaining two (2) consoles shall be installed at the Nurse s Station in the Post Anesthesia Care Unit (PACU), both located in Room 3E-132. Each of the OR rooms, 3E-107, 3E-109, and 3E-11, shall have a Code Blue button and a Patient Duress button installed on a wall plate. The consoles and buttons shall provide OR staff with two-way speaking capability, allowing for back and forth discussion. The system includes plenum rated cable, and associated components based on Bill of Materials. The system shall include a Manufacturer s Product Warranty of five (5) years, and a one (1) year warranty on all other product and installation labor. The contractor shall not include contingencies for the use of Curtained Dust Partitions during any work performed in the OR area. The use of Curtained Dust Partitions shall add to the project cost, possibly fifteen percent or more. All work shall be performed during Standard Hours (8:00 am 5:00 pm, M F). Contingencies for work performed during over-time hours shall be included by the contractor for appropriate project and cost management. Patient rooms and work areas shall be made available for appropriate project success. The Contractor shall not include any provisions for overhead light controls. Installation of new system cable and components shall be performed by Contractor. Contractor does not include the removal of existing cable. It is not included or implied. Contractor shall remove some of the existing cable when used as pull wire to install new cable. Required adapter plates shall be provided and installed by Contractor. Contractor shall caulk any fire-wall penetrations with UL Firestop. Required conduit, stub-ups, sleeves and back boxes shall be provided and installed by others. Any required high voltage electrical work shall be the responsibility of others. The Contractor shall produce a Computer-Generated Installation Drawing detailing all devices and specific cable routings. At project completion, the Contractor shall produce As-Built/Record Drawings, which will be provided for record-keeping purposes. Contractor shall coordinate a reasonable amount of User Training for all installed devices and options. Contractor shall coordinate a reasonable amount of basic Technical Training for maintenance personnel. Before beginning site work, the Contractor shall coordinate with appropriate facility staff to secure a (locked) location for all equipment/material. Upon arrival of equipment/material to Contractor s local warehouse, 65% of the project total shall be invoiced. During the completion of the site work, the remaining 35% of the project total shall be invoiced on a progressive basis. Any applicable taxes shall be included as an addition. Contractor will also be required to sign an Infection Control Risk Assessment (I.C.R.A.) Agreement for construction and renovation projects, as the work will be done during work hours. 4. Performance Period: Contractor shall install upgraded system within 30 days of contract award. 5. Type of Contract: This is a firm fixed price contract. B. GENERAL REQUIREMENTS 1. Conformance Standards: The contractor s performance must follow all applicable state, federal and local laws and regulations. 5. Hours of Work: All work shall be performed during Standard Hours (8:00 am 4:30 pm, M F), excluding all Federal holidays. 6. Preventative Maintenance: a. Upon completion of installation, the Contractor shall coordinate a reasonable amount of User Training for all installed devices and options and shall, also, coordinate a reasonable amount of basic Technical Training for maintenance personnel. 7. Emergency Repair Service: The contractor shall provide Emergency Repair Services based on Manufacturer s Warranty of five (5) years and one (1) year warranty on all other products and labor installation. . 8. Parts: The contractor shall furnish all parts as described in the Scope of Work and General Requirements sections as covered by this contract, in accordance with the Conformance Standards. 9. Site Visit: A site visit is scheduled for Thursday, March 17, 2022 at 2:30 PM CST at VA Texas Valley Coastal Bend Health Care System Harlingen Care Center, 2601 Veterans Drive, Harlingen, Texas 78550; POC Jacqueline R. Benavides; 956-291-9342, Jacqueline.Benavides@va.gov. C. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, and other material deemed relevant by VA which have been generated by the Contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the Contractor. Any request for information relating to this task order, presented to the Contractor, shall be submitted to the CO for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. D. CONTRACTOR SECURITY REQUIREMENTS 1. This contractor access to VA Texas Valley Coastal Bend Health Care System, Harlingen Care Center (VATVCBHCS), 3rd Floor Operating Rooms, 3E-105 3B-132, 3E-107, 3E-109, and 3E-1, but does not need access to any VA information system. 2. The C&A requirements do not apply. A Security Accreditation Package is not required. 3. None of the information in this contract includes Protected Health Information (PHI) or Individually Identifiable Information (III). 4. NO VA DATA OF ANY TYPE SHALL BE TRANSFERRED FROM THE VA. 5. The vendor will not have remote access to complete the repair(s) and preventive maintenance. 6. ALL DATA AND ELECTRONIC MEDIA WILL NOT LEAVE THE VA. 7. All hard drives will not leave the VA. 8. Vendor will have supervised access when onsite performing service/maintenance E. RECORDS MANAGEMENT All records (administrative and project specific) created during the period of the contract belong to VATVCBHCS and must be returned to VATVCBHCS at the end of the contract.
