- Original Set-Aside:� �Unrestricted /Full and Open Competition Place of Performance: Lake Washington Ship Canal (LWSC), Seattle, Washington This announcement constitutes a Pre-Solicitation notice in accordance with FAR Subpart 5.2.� The U.S. Army Corps of Engineers, Northwestern Division Seattle District intends to issue a Solicitation via a Request for Proposals (RFP) in accordance with FAR 15, which will follow this announcement for a Fixed-Price Economic Price Adjustment (EPA) Construction type contract. The U.S. Army Corps of Engineers (USACE), Seattle District, requires replacement of the Lake Washington Ship Canal (LWSC) Large Lock Center Gates (LLCG) and incidental related work. The work involved in this project includes, but are not limited to, fabricating, testing, painting, delivering, and installing new miter gate assemblies, removing the existing decommissioned miter gates, disconnecting the existing gates from the operating machinery, reconnection of the operating machinery to the new miter gates, commissioning of the miter gates, and concrete work associated with the miter gate installation. The new miter gate assemblies are primarily a welded structure consisting of 2 leafs, measuring approximately 46 feet wide by 60 feet tall, with each leaf weighing approximately 180,000 pounds without silt/debris. The project will include replacement of the lock chamber appurtenances which affect the miter gate installation, which includes the concrete embedded wall quoin, concrete embedded pintle base, pintle ball/bushing, and anchorage bars. The commissioning of the miter gates will not only include the final installation of the miter gates, but also how the gate interfaces with the embedded wall quoin, miter seals, pintle assemblies, and existing operating machinery and sensors which control gate movement. The project will also include the installation of new concrete embedded connection castings and replacement of the HDPE seal located on the miter gate sill near the bottom of the lock chamber. The magnitude of construction is estimated to be between $10,000,000 and $25,000,000. � The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction. Size Standard is $39,500,000. A site visit will be offered within approximately 2-3 weeks after the Solicitation is made available via www.sam.gov.� Refer to the Solicitation for details regarding the site visit. Be advised that this is a presolicitation notice and is not a request for proposal (RFP), nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Vendors responding to the Solicitation resulting from this pre-solicitation notice must either self-register for a PIEE account and add the appropriate roles, or for existing PIEE users, access their account and add additional roles.
