Description
This is a Synopsis announcement in accordance with FAR 5.202 in anticipation of a future contract award. The Defense Threat Reduction Agency (DTRA) has a requirement for COVID -19 self-testing when retuning from OCONUS mission sets. Under the current COVID pandemic requirements, personnel are to undergo COVID-19 testing prior to departing from their OCONUS location in accordance with CDC Order, as amended December 6, 2021, Notice and amended order under section 361 of the Public Health Service Act (42 U.S.C. 264) and 42 Code of Federal Regulations 71.20 & 71.31(b), Requirement for Negative Pre-departure COVID-19 Test result or documentation of Recovery from COVID-19 for All Airline or Other Aircraft Passengers Arriving into the United States from any Foreign Country. Due to the military uniqueness of DTRA mission set, (e.g. locations and OCONUS return travel requirements) the agency requires a rapid molecular self-testing platform.� The testing process must be conducted under proctoring services.� Test results must be able to be presentable to airline representatives before boarding an airliner in route to the United States. The anticipated contract type will be Firm Fixed Price and the Period of Performance for the contemplated contract will be a 12-month base period from March 2022 � February 2023. DTRA conducted rigorous market research to identify a COVID-19 test method that would meet the aforementioned details.� The agency currently uses Cue Health readers, test strips, and services for COVID-19 testing and this requirement will procure additional Cue Health products and services to maintain current continuity and configurations. Cue Health services, readers, and software support services are proprietary, and currently only available from CUE Health. Cue Health is considered the only source capable of satisfying DTRA�s urgent needs and requirement after extensive market research. DTRA will follow the policies and procedures of FAR Part 13 for any anticipated future award. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
