Description
National Aeronautics and Space Administration (NASA) Langley Research Center (LARC) plans to issue a Draft Request for Proposal (DRFP) for the Research, Science, and Engineering Services (RSES) procurement.�� RSES will provide specialized research, science, and engineering services supporting the following 15 technical discipline areas: Autonomous Systems; Acoustics; Aerosciences; Avionics Systems; Crew Systems & Aviation Operations; Systems Design, Engineering, Modeling, Integration and Flight Hardware Technology Development; Flight Dynamics and Controls; Materials and Advanced Processing Technology Development; Structures; Systems Analysis and Concepts Development; Measurement Systems; Applied Science; Science Research and Analysis; Science Missions; and Atmospheric Science Data Center. The work encompasses the full range of TRL from fundamental research through flight rated hardware design/development. The requirements may depend on specialized skills of a single individual or multi-disciplinary team of individuals; or close integration with tasks performed by NASA personnel, other contractor staff, and/or other Government agency personnel. As such, the contract requires an agile, diverse, integrated, and experienced Contractor and subcontractor workforce.� Work will include cooperative activities with other contractors, NASA Centers, and Federal Agencies and provide access to specialized subject matter experts and expertise in US industry and academia across all technical discipline areas. The Government does not intend to acquire a commercial item using FAR Part 12. Key elements of the approved RSES procurement strategy include: (1) The RSES RFP will result in one award for the entire effort (which is a change from the initial strategy communicated to industry). This decision was based on continued market research and significant industry input received since the last communications with industry. (2) The contract type will be Cost-Plus Award Fee with the ability to convert to Cost-Plus Fixed Fee, based on performance, and (3) RSES will have 8-year period of performance (3-year base followed by option periods).� (4) This acquisition is a total small business set-aside. (5) The NAICS Code and Size Standard are 541715 and 1,500 employees, respectively. The anticipated release date of the Draft RFP (DRFP) is on or about March 29, 2022. The current planned release date for the Final Request for Proposal (RFP) is approximately 60 days following DRFP release, with proposals being due approximately 45 calendar days later. A pre-solicitation conference will be held virtually and the date and attendance instructions will be included in the Draft RFP.� All responsible sources may submit an offer which shall be considered by the agency.
