Special Notice Special Notice Page 3 of 3 Special Notice *= Required Field Special Notice Page 1 of 3 The Department of Veteran Affairs, Networking Contracting Office (NCO1) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with R.W. Martin And Sons Inc. for the following requirement: Laundry Equipment Storage Service Statement of Work 1. Description: The Brockton VAMC Laundry Facility requires a contractor to store the laundry equipment at a climate controlled and bonded warehouse during the Brockton laundry facility renovations. The contractor shall store the equipment listed and return once the laundry facility renovations are completed. 2. Scope of Work: The contractor shall preserve and maintain all saved equipment for future re-installation in the newly renovated laundry building. The storage facility shall be climate controlled and bonded. Period of Performance: One base year plus three option years. The options years may or may not be exercised. Place of Performance: All laundry equipment shall be stored at the contractor s facility. 3. Contractor Caused Damage Liability: The Contractor shall be liable for full value replacement of government property and equipment that was damaged during disassembly, transport, storage or reassembly due to the fault of the contractor or its employees. The Contractor assumes full responsibility, liability, and accountability from the time of disconnection and removal to the placement of equipment in the renovated laundry facility. The contractor shall replace or repair any property damage due to fault of the contractor or its employees. If damage occurs to Government property or equipment the Contractor shall report immediately to COR. 4. General PERSONS AUTHORIZED TO MAKE CONTRACT CHANGES The Contracting Officer is the ONLY individual authorized to approve any change in the contract which shall result in an increase or decrease of the contract price or which shall in any way change the terms or conditions of the contract. 5. PERFORMANCE REQUIREMENT SUMMARY: The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. Performance Objective Standard Performance Threshold Method of Surveillance PRS # 1. The contractor shall store a laundry equipment All Government equipment shall be protected from any damages during storage. 100% Inspection upon return R.W. Martin And Sons Inc. will be awarded this procurement because R.W. Martin and Sons, Inc. is currently storing the equipment; competing the new requirement to continue storage would result in the VAMC Boston incurring additional costs for moving the equipment from one storage facility to another, which would not be recovered through competition. Also, R.W. Martin and Sons, Inc. is responsible for returning the equipment to the Brockton facility under the current contract. Moving the equipment unnecessarily will also increase the risk of damaging the equipment. The NAICS code for this requirement is 493110 with small business size standard of $30 Million. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement listed above must clearly identify their capability to do so in writing by March 10, 2022 at 9:00 am EST time. Responses should be sent to Issa Shawki at issa.shawki@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
