Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes referencing RFQ 36C24622Q0346-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular- 2022-04 dated 01/30/2022. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). The Network Contracting Office (NCO) 6 Regional Procurement Office (RPO) EAST intends to award a firm-fixed price contract for the Brand Name CARDIAC CINE VI IMAGING to the Hampton VA Medical Center in Hampton VA 23667 The North American Industrial Classification System (NAICS) code for this procurement is 334510 with a business size standard of 1250 employees. This procurement is SDVOSB set-aside to and for all eligible offerors may submit quotes. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. All questions pertaining to this RFQ, are due by 11:00 AM EST on Tuesday, March 8, 2022; and must be submitted via emailed to ruth.morris@va.gov. The Government will award a contract resulting from this RFQ to the responsible offeror whose quote represents the lowest price technically acceptable for the government. It allows higher temporal resolution imaging in real time or in segmented mode, without compromising on spatial resolution. Protocols are provided for full coverage of the heart within a single breath-hold for Quantitative functional assessment. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Hampton VAMC have a requirement to procure brand-name Compressed Sensing (CS) Cardiac Cine software for the Radiology/Imaging Department. The CS Cardiac Cine #Vi software will allow Hampton VA to offer non-invasive screening services by decreasing the number of veterans sent to the community, increasing access, providing timely care, while improving image quality and enhancing patient outcomes. The Siemens (MRI magnet) manufacturer software is the only software can be utilized with the Siemens scanner and if another vendors software is installed the service contract will be voided and could limit or disable functionality of the system. This procurement is in direct support of the Imaging department continuity of care. Based on facility need and existing conditions, like or similar items will not suffice. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by querying the VIP search conducted on 03/02/2022 utilizing NAICS 334510 and Key Words CS Cardiac Cine Software revealed 69 vendors: 67 SDVOSBs and 02 VOSBs. A Source Sought Notice was issued on Contract Opportunities (36C24622Q0346) from 02/23/2022 to 02/28/2022. The following vendor responded: SIEMENS Medical Solutions USA (DUN: 103231817); This entity is a Large Business verified and listed in SAM.gov NAC searched using keyword CS Cardiac Cine Software revealed 23 contracts: no exact match. SAC searched using keyword CS Cardiac Cine Software revealed no contracts. GSA eLibrary search using keyword Cardiac Cine revealed no possible vendor contracts. Additional search revealed Simens Medical Solutions with 2 distributors: Fisher Scientific 36F79718D0395 and Franklin Young International, Inc. GS-07F0636W. GSA Advantage: searched using keyword Cardiac Cine Software revealed no exact match. FPDS searched using keyword Cardiac MRI Software revealed 02 purchase orders. Additional search using keyword Siemens Medical Solutions, USA under department of veteran affairs revealed 100083 for varies items and prices. This is for information purposes only. SBA Dynamic Small Business Search (DBDS) search using NAICS 334510, and keywords cardiac cine revealed no potential vendors, additional search using NAICS 334510, and keywords Cardiac revealed 20 potential vendors. SBA.gov was used to verify 334510 size standards as 1,250 Employees. The Brand Name Market Research specific items (CS) Cardiac Cine Imaging Scanner Equipment are available via open market from OEM SIEMENS Medical Solutions USA (Large Business; DUNS: 103231817) authorized distributors (2) SDVOSB: DGA Medical, LLC. (DUN: 171253912) and Franklin Young International, Inc (DUNS: 21137885385). The VA Rule of Two can be met for this requirement. The Contracting Officer does have a reasonable expectation of receiving 2 or more quotes from SDVOSB if we were to set this requirement aside as 100% SDVOSB. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
