- Request for Information (RFI) for�Special Warfare Training Wing (SWTW) Contracts Consolidation The purpose of this RFI is to engage early with industry and collaborate on the possibility of consolidating/bundling a suite of requirements for SWTW. � This is not a Request for Proposal (RFP), Request for Quote (RFQ), solicitation, or an indication that the government will contract for this requirement in this manner. No decision to pursue an acquisition or identification of a contracting organization to be responsible for an acquisition has been made. The government will not pay for information received in response to this RFI and is in no way obligated by the information received to take any action. Introduction: The current requirements are provided under the following contracts awarded as GSA Acquisition Assists: 47QFWA21C0008 ID07210017 � Training Support (Atch X, Revised DRAFT PWS) This contract was issued as a GSA Acquisition Assist under the NAICS 541519 � Other Computer Related Services; PSC R499 � Support � Professional: Other The contract was awarded as full and open 47QFWA18D0002 - AETC Rotary Wing Airlift Support Services (Atch X, Revised DRAFT PWS) This contract was issued as a GSA Acquisition Assist under the NAICS 481211 � Nonscheduled Chartered Passenger Air Transportation; PSC V221 � Transportation/Travel/Relocation � Travel/Lodging/Recruitment: Passenger Air Charter The contract was awarded as a total small business set-aside 47QFWA18P0003 - AETC Fixed Wing Airlift Support Services (Atch X, Revised DRAFT PWS) This contract was issued as a GSA Acquisition Assist under the NAICS 481211 � Nonscheduled Chartered Passenger Air Transportation; PSC V221 � Transportation/Travel/Relocation � Travel/Lodging/Recruitment: Passenger Air Charter The contract was awarded to a Veteran Owned Small Business � ����� This RFI includes two PWS attachments that the Government is assessing the feasibility of consolidating and is seeking industry inputs into key areas. (NOTE: The PWS requirements referenced above, for fixed and rotary wing services have already been combined into a single PWS). If, after reviewing these documents, you desire to participate in the preliminary Market Research, please provide documentation that indicates any legal, contracting, program, or other hurdles you have identified that may prevent or inhibit performance of any portions of airlift services, Commercial Airlift Review Board (CARB) requirements, etc., as defined by this RFI.� Purpose: The government is conducting preliminary Market Research fact-finding to determine: The extent to which industry could support a consolidated requirement for the three aforementioned services while: Creating cost and capability efficiencies and limiting excessive pass-through costs. Identifying measurably substantial benefits in cost savings/price reductions (10% or more) Identifying quality improvements that will save time or enhance performance Identify opportunities for better terms and conditions � � � 2. The benefits industry sees in consolidating these services in a some, none, or all fashion.� To include the number of awards recommended to ensure all capability areas are met or exceeded. Additional Market Research Questions: What do you see as the biggest challenges to fulfilling this requirement? Are there capabilities listed that you feel could not be accomplished by a commercially available solution? What challenges do you perceive exist with recruiting and retaining a highly skilled workforce in the specialty capabilities required? How would you recommend the Government manage or mitigate those risks? What Government Furnished Equipment (GFE) and/or Government Furnished Property (GFP) do you believe you may need to meet this requirement? How long of a mobilization period would be required from contract award to full operations? What activities, beyond badging do you anticipate would take place during this period? Responses to the above content/questions shall be limited to 10 pages, exclusive of the excel capability matrix.� Responses should be tailored to the unique requirement.
