- Synopsis:� The United States Department of Agriculture (USDA) Farm Production and Conservation (FPAC) � Acquisition Division intends to issue a Request for Quotes (RFQ) on behalf of the USDA Natural Resource Conservation Service (NRCS) to propose a contract for bridge abutment stabilization along Macarthur Blvd. � Skeleton Creek Bridge.� As a result of flooding in June 2021, this is an EWP project consisting of 1,963 tons of installed riprap, 329 tons of installed bedding, 44 tons of installed crushed rock, as well as mobilization and debris removal. This RFQ will be a total Small Business set-aside.� Interested contractors must be registered with current representations and certifications in the System for Award Management (SAM) database at https://sam.gov/content/home to be eligible for award. The full solicitation package will be posted in SAM on or around March 16, 2022. A firm fixed price construction contract is anticipated under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13. Payment Bond (SF-25A), Irrevocable Letter of Credit (ILC), or a Tripartite Escrow Agreement in the amount of 100% of the project cost will be required within 10 calendar days of contract award. The anticipated period of performance for this project is 12 calendar days from the date contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the project is between $100,000 and $250,000.� The NAICS code is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5 million. A site visit will be held on or around March 24, 2022.� Additional details as well as precise location and time will be attached to the solicitation document. Questions must be submitted via email before 12:00 EST on March 30, 2022, and answers will be provided via an amendment in SAM. Quotes will be due on or around April 06, 2022.
