- Notice: This is a sole source acquisition from licensing renewal for 2 software licenses of the docWORKS digital content processing software and associated maintenance, upgrades, and support for production of digitized newspaper pages conformant to NDNP requirements. The Library of Congress (Library) requires annual renewal of 2 standalone license docWorks digital content processing software, developed and maintained by CCS Content Conversion Specialists GmbH, Hamburg, Germany, to meet the needs of its digital library development. This software also includes a separately licensed add-on, FineReader Softkey Engine, for optical character recognition. Currently the Library of Congress produces content on-site that meets the specifications and validation criteria of its National Digital Newspaper Program using the docWORKS digital content processing software. The Library first licensed docWORKS software in 2009 and has continued to renew it. Maintenance support of this software license will allow the Library to continue to create new digitized historic newspaper page content for inclusion in the NDNP database and modify existing data as necessary.�� �This is a requirement for a base plus four option years. Please see the draft Statement of Work (SOW) below for more details.� Also see Justification & Approval For Other than Full and Open Competition.� Document name: JA_FY22_DocWorks-final signed_Redacted. The LC intends to fulfill this requirement by issuing a sole source contract award to CCS Content Conversion Specialists GmbH, Hamburg, Germany.� Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (below). �The capability statement must be received no later than 4:00 pm EDT, March 19, 2022.� The capability statement must not exceed five (5) double-spaced pages and shall include the following information: Company name, DUNS number or SAM Unique Entity Identifier, address, point of contact, phone number, and e-mail address Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, Professional Corporation, etc.) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to CCS Content Conversion Specialists GmbH, Hamburg, Germany is posted with this notice.
