N/A 16) Description. This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced contract is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 561730 and the business size standard is $8 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. As this is a service contract, no magnitude will be disclosed. The location is Prince William Forest Park located at 17900 Park Headquarters Road, Triangle, VA 22172. The period of performance is for 183 calendar days from contract award.. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Project Description The NPS � National Capital Area (NCA), has a requirement for a single contractor that is capable of the removal of all Snowstorm Frida damaged and destroyed trees, tree limbs, and Widow Maker hangers, and associated storm tree debris throughout Prince William Forest Park. The contractor must be capable of furnishing all, supervision, labor, materials, tools and equipment to complete all the work specified in this Scope of Work and any of its Attachments. All work locations are shown in Attachment 1- Color Coded Map. � Contractor shall perform the chipping, felling, cutting, bucking, and removal of all Storm Frida affected damaged or destroyed trees in the park. The snowstorm has resulted in downed trees, cleared trees pushed to the side of roadways, piles of broken tree brush, broken tree limbs, broken tree sections, up-rooted trees, Trees bent over, �Widow Maker� tree limb hangers (above roads and Cabin Camps), throughout the park. � All storm related tree limb and brush debris shall be chipped (in forest areas ONLY where applicable) and dispersed onto the forest floor at a depth of no more than 3 inches and spread evenly across the ground surface by the contractor. Tree damaged bucked tree logs shall be chipped or loaded onto trucks and hauled away from the park. All non-chipped tree logs and limbs shall be hauled away from the park and disposed of by the contractor. Any wood material that is within grassy areas must be hauled away from the park or chipped at an area in which the chips are distributed into the forest. � Contractor shall remove all Storm Frida related damaged or destroyed trees and limbs that are located along ALL park roads, park parking lots, inside of ALL park cabin camps, and in and around ALL park buildings and facilities. These damaged-destroyed trees shall be identified by the actual condition of the tree. Examples of storm damage are as follows: damaged trees that show a result of obvious wind damage, splintering and breakage, bent trees resulting from snow weight, root ball up-rooting trees that have fallen and have splintered breaks, and trees indicating chainsaw cuts. � Contractor shall also clear/clean up storm damaged trees that have been pushed aside and piled along park roadsides, structures and Cabin Camps from road opening operations. � Contractor shall remove all up-rooted storm damaged tree stumps within 35 feet of all park roads. This distance is measured from the road�s asphalt edge to 35 feet into the mature tree line forest. All up-rooted tree stumps shall be removed in all Cabin Camp areas that are within 50 feet of all buildings, parking lots, sidewalks, and facility areas. � Removal of all tree stumps shall follow this procedure: Pull stump from ground surface, shake stump to clear all usable dirt from stump, load all stumps on to contractor�s trucks to be hauled away by contractor, level ground surface with usable dirt from stump. Seed and straw by contractor to promote grass growth. Shall use Kentucky 31 Tall Fescue for all seeding. � Contractor shall prune, cut, and remove all above hanging �Widow-Maker� tree limbs that are above all park roadways, park buildings, park parking lots, park facilities and walkways, regardless of �widow maker� height. The use of a bucket truck is permitted. � Contractor shall cut all storm related downed trees that have fallen from the interior of the forest and lay toward the road and buildings at a minimum of no less than 35 feet back from the mature tree line edge. This distance is determined from the natural mature tree wood line of the forest to back into the forest. This means that all grassy areas outside of the mature tree line along roadsides and around buildings, shall be clear of all downed trees and debris. A few select tree logs may be retained for park use and will be designated by the COR. The contractor shall store these logs in a designated area at the park, as determined by the COR. � All felled trees with remaining stumps that are within 15 feet of all park roadway asphalt edges, shall be ground down flush with the ground surface. All grinded material is to be leveled or raked out evenly across the ground surface as to not leave a tripping hazard. Seed and straw ground area with Kentucky 31 Tall Fescue. � All tree stumps in areas that are inside of all finished landscaped grounds in cabin camp units, all campgrounds, and around all park buildings and facilities, contractor shall grind down flush to the ground with the grinded material to be evenly spread across the ground surface as to not leave a tripping hazard. Backfill with topsoil to 1 inch above grade, seed and straw with Kentucky 31 Tall Fescue. � Contractor shall perform all needed work zone related road lane closures, re-routes, and traffic re-directions as work is being performed along park roads. It is the contractor�s responsibility to perform these lanes closures under the requirements and regulations of state law for �Road Work Zone� safety. In accordance with FAR��� the evaluation method will be Lowest Price, Lowest Price Technically Acceptable, or Best Value.
