Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure, on an other than full and open competition basis under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency need. The intended source is Rogue Wave Software Inc. The contract to be issued provides the most recent version of 50 Klocwork software subscriptions with the accompanying license and software support. This software supports the AV-8B Joint Systems Support Activity (JSSA) and T-45 aircraft by generating and fixing defects in code before software updates to these platforms are released. The latest version of Klocwork allows distribution of the code analysis across the team so that each developer can analyze their code changes in real time before adding their code to the overall release. Previous versions require developers to have to wait overnight to get the results of the aggregate code analysis from the Klocwork server. Rogue Wave Software, which was recently acquired by Perforce, is the only vendor that sells this Klocwork software package. In addition, there are additional copyrights and trademarks on the Klocwork software. The Klocwork product is only available from Rogue Wave Software (a subsidiary under Perforce) and the originator of Klocwork. Aircraft software is required to be a specific format, and the hardware must work across the organization and the Fleet. The static code analyzer Klocwork is used to find defects in code before software is released. Other manufacturers will not work with current Navy graphics , which means that using a different product will require all new and existing files to be converted into a new program�s format. This would create an enormous amount of time and duplication of costs, as well as lost support time during the conversion. Therefore, the code analysis software must be compatible with current interfaces and existing files. Klocwork license is currently integrated into the Navy environment. The updated Klocwork version will drop into our environment seamlessly while also allowing software developers to use new integration triggers to enhance our productivity and reduce time-to-Fleet. The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and to gain market knowledge of potential qualified sources and their size classifications relative to the North American Industry Classification Systems (NAICS) code 511210 for Software Publishers. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Responses to this sources sought shall be submitted to the contracting office and reference solicitation number N68936-22-R-0019 All responsible sources may submit a capability statement, which shall be considered by the agency.
