Description
The USACE, Omaha District intends to negotiate and award a sole source contract in accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.�The requirement is to provide engineering services for post award activities associated with the construction contract awarded to build the facility for a period of performance of approximately twenty-seven (27) months. Intent is to retain the A-E entity for the full duration of the project construction contract � currently solicited with a duration of 800 calendar days. Required services include, but are not limited to construction submittal reviews, responses to contractor Requests for Information (RFI�s), execution of potential design changes, and attendance at necessary site visits and construction related meetings in order to ensure the DOR�s design is properly executed, adjusted, and interpreted in order to deliver a complete and useable facility consistent with original design intent. The estimated cost of the Construction Phase Services is $750K-$1.25M.� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that it can meet the requirement may give a written notification to the Contracting Officer in the form of a capability statement, including an explanation how the contractor would be able to effectively and efficiently�operate in the same footprint as the DOR contractor at the same time. Responses must be provided by 03/15/2022 2PM local time. A determination by the Government not to compete this procurement will be based on market research, including responses to this notice. It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The USACE, Omaha District, will not reimburse any firm for developing a response to this notice. The NAICS code is 541330 and the size standard is $16.5M.
