28 February 2022 SOURCES SOUGHT NOTICE N6247322R3436 MARKET RESEARCH QUESTIONNAIRE NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SOUTHWEST This is NOT a solicitation for quotations or proposals. This is a Sources Sought Notice only. Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is conducting market research to gain knowledge of available sources capable of meeting the Government�s potential need for Tree Trimming and Removal Services at various Naval and Marine Corps installations in California - San Diego Metropolitan Area, San Diego and Orange Counties. The following information applicable to this synopsis is outlined below: 1. Project Title: Tree Trimming Services 2. NAICS Code: 561730 � Landscaping Services 3. Product Service Code: S208 � Housekeeping � Landscaping/Grounds keeping 4. Small Business Size Standard: $8 million annual receipts 5. Performance Period: Base period of one (1) year, four (4) one-year option periods and one (1) 6-month extension (Per FAR 52.217-8) 6. Anticipated Contract Type: Firm-fixed price, Indefinite Delivery Indefinite Quantity for Non-recurring Services. 7. Small Business Set-aside: 8(a) 4. Estimated Start Date: 26 Nov 2022 Work Requirements Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items necessary to provide the tree maintenance services at various Navy and Marine Corps installations within various locations to include San Diego Metropolitan Area, San Diego and Orange Counties within the Naval Facilities Engineering Command Southwest area of responsibility in accordance with applicable federal and state laws, regulations and ordinances, and Navy policy. The contract will be a performance-based relying on the contractor�s experience and expertise in determining the best method of tree maintenance service operations. It is expected that the contractor will develop an aggressive program supporting Government small business programs. The Contractor is required to have in place a Quality Management System, providing quality control measure for the operation of Task Order requirements. Services to be performed under the resulting contract may include the following facilities support services: 1) Annex 01000000 C General Information 2) Annex 1503050 Grounds Maintenance and Landscaping (see attachment for further details) The intent of 1503050 Grounds Maintenance and Landscaping is to specify the requirements related to tree, shrub, hedge, and lawn maintenance; vegetation, stump, tree, surface root, tree cluster, petiole, and debris removal; and tree inspections/consultations within installation grounds parcels designated as improved, semi-improved and unimproved areas.� Services include, and are not limited to: tree trimming, thinning and pruning including limb or branch removal; debris removal; and irrigation systems maintenance. EM 385-1-1, U.S. Army Safety and Health Requirements Manual ANSI A300 Tree, Shrub, and other woody plant maintenance standard practices (pruning); ANSI Z133.1 Tree Care Operations � Pruning, Trimming, Repairing, Maintaining, and removing trees and cutting brush � Safety Requirements; 29 CFR 1910 General Industry 29 CFR 1910.268 Telecommunications 29 CFR 1910.269 Electric Power generation, transmission, and distribution 29 CFR 1910.331 Electrical Safety-related work practices. Instructions to Interested Parties: All interested vendors must complete the attached Market Research Questionnaire and respond via email to John E. Freeman at john.e.freeman14.civ@us.navy.mil not later than 2:00 p.m. PST, Thursday, 10 March 2022. This is NOT a solicitation for quotations or proposals. The notice does not commit the Government to issue any type of solicitation or award an ultimate contract. It does not restrict the Government from a particular acquisition approach. All information provided will be kept confidential and will not be disseminated to the public. Respondents are also advised that the Government is under no obligation to pay for information obtained, acknowledge receipt of the received information, or provide feedback to respondents with respect to any submitted information. **For purposes of these services- �Catalog price� means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public. �Market prices� means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors. �Annual Receipts� Gross receipts are averaged over a concern�s latest three (3) completed fiscal years to determine its average annual receipts. �Receipts� means the concern�s gross or total income, plus the cost of goods sold, as defined by or reported on the concern�s Federal Income tax return. The term does not include, however, net capital gains or losses, or taxes collected and remitted to a taxing authority if included in gross or total income. The concern may not deduct income taxes, property taxes, & costs of materials or funds paid to subcontractors. Travel, real estate & advertising agents, providers of conference management services, freight forwarders, customs brokers and tour operators may deduct amounts they collect on behalf of another. If a concern has not been in business for 3 years, the average weekly revenue for the number of weeks the concern has been in business is multiplied by 52 to determine its average annual receipts.
