Description
The 366 Financial Acquisition Support Squadron (366 FAS) (Contracting) of the 366 Fighter Wing is conducting market research to determine the availability, interest, and capability of potential business sources qualified, capable and willing to provide Asbestos Abatement Services at Mountain Home AFB, Idaho.� The 366 FAS/PKB intends to solicit/award this contract using a small business set-aside, full and open competition, or on a sole source basis, which will be based on responses received to this sources sought notice, additional market research, and capable vendors identified who are able to meet this requirement. The information in this notice is based on the most current information available to date.� This information is subject to change and is not binding to the Government.� Updated information will be provided in future announcements and posted electronically on https://sam.gov/.� The Government shall not reimburse the costs of preparing responses to this request for information / sources sought notice. REQUIREMENTS:� The contractor must be capable of providing the following services: Asbestos Abatement/Remediation Services: The contractor shall provide all management, supervision, oversight, labor, personnel, equipment, tools, supplies, parts, materials, transportation, shipping & delivery, and any and all other items necessary to abate and remove asbestos for approximately 3,600 sq. ft. of Vinyl Asbestos Floor Tile (VAT) and Mastic, classified as Asbestos Containing Material (ACM) at Bldg. 2607 on Mountain Home AFB (MHAFB), ID 83648.� All work shall be accomplished in accordance with all applicable Federal, State, local laws, rules, regulations, commercial practices, and the Performance Work Statement (PWS). The NAICS code for this requirement is 562910 � �Remediation Services� The Small Business Size Standard is $22M Dollars. The Government requests interested parties to contact the Contract Specialist, Mr. Brian Pratt via email at: brian.pratt.5@us.af.mil or the Contracting Officer, TSgt Daniel Parks, daniel.parks.2@us.af.mil No Later Than 1 Feb 2022 by 12:00 Noon/ PM MST (Local Time).� . 366 FAS is interested in quantifying and pre-qualifying the likelihood of setting aside competition for this requirement to a small business (capable and willing).� Depending upon the responses to this notice and other market research, 366 FAS may limit the competition to a specific socio-economic small business category at the exclusion of all other potential business concerns, or determine a sole source award.� This announcement serves as the first step to determine the viability of setting aside this requirement for competition solely within or among certain small businesses in selected categories.� This is a Sources Sought Announcement only; no solicitation exists or is available at this time.� Requests for a solicitation shall not receive a response. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� In the event a solicitation is developed, this office currently intends to conduct an Oral Solicitation only to those vendors who demonstrate the capability and willingness to perform this requirement.� Per AFFARS 5352.201-9101 OMBUDSMAN, ACC Ombudsman (10/1/2019), the following applies: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
