Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) Command's Air Traffic Control & Landing Systems (ATC&LS) Division has a requirement to procure Precision Approach and Landing Systems (PALS) AN/SPN-41B Instrument Landing System (ILS) magnetrons.�NAWCAD Lakehurst, New Jersey, intends to issue a Request for Proposal (RFP) on a sole source basis to L-3 Communications Corporation for a firm fixed-price, five-year indefinite delivery indefinite quantity (IDIQ) contract for the procurement of PALS�AN/SPN-41B ILS magnetrons. Delivery orders will be issued on a firm fixed-price basis. It is anticipated that the Government will be procuring a minimum of 20 magnetrons when issuing the first delivery order. It is anticipated that the Government will be procuring a maximum of 100 magnetrons throughout the validity of the IDIQ. The AN/SPN-41B ILS provides pilots with deviation from desired glide path (horizontal) and glideslope (vertical) in degrees from the optimum approach vector to assist in aircraft landing. The ATC&LS Division of NAWCAD WOLF is the In-Service Engineering Agent for the PALS suite of equipment. NAWCAD WOLF has been assigned as the depot level repair for the AN/SPN-41B ILS transmitters, which contain the high-failure magnetron. A magnetron generates radio frequency energy for transmission. When the magnetron fails, it will output insufficient power to reach the target or stop transmission all together. NAWCAD WOLF receives the failed transmitters from the fleet and replaces the high-failure magnetron during the overhaul process. L-3 Communications Corporation, as the Original Equipment Manufacturer, is the sole developer and manufacturer of the AN/SPN-41B ILS magnetrons. L-3 Communications Corporation is the only firm possessing the requisite knowledge, technical expertise, and documentation to produce these components. The components being procured are integral to the AN/SPN-41B ILS systems and are critical to maintaining operational readiness. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate on a limited competition basis under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the necessary technical data to effectively solicit the development of the required supplies or services by full and open competition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. RESPONSES BY PHONE OR FAX WILL NOT BE ACCEPTED.
