Description
The Naval Air Systems Command (NAVAIR) intends to issue a firm-fixed-price Order under Basic Ordering Agreement N00019-18-G-0018, with BAE Systems Aerospace and Defense Group, Phoenix, AZ, for production and delivery of the A/P22P-20 Parachute Ensemble (PSE) to include subsystems, related assemblies, components, Program Management, and Engineering and Logistics Support Services for the U.S. Navy and Foreign Military Sales (FMS) customers.� This Order will procure PSEs to be supplied as Government Furnished Equipment for production installation on the E-2D Advanced Hawkeye (AHE) aircraft. The proposed contract action will consist of a base period plus five (5) option periods.� The period of performance for the supplies/services to be furnished for the base and each option hereunder shall be 60 months from the date of contract award.� BAE is the sole designer, developer, manufacturer and integrator of the PSE.� BAE has the experience, special skills, proprietary technical documentation, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services.� Accordingly, BAE is the only known qualified, responsible source that can fulfill the requirements specified herein.� The Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, �Only One Responsible Source�, and no other supplies or services will satisfy agency requirements.� Interested persons may identify their interest and capability to respond to the requirement.� All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this requirement is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
