- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.� This procurement is set aside for Service-Disabled Veteran-Owned Small Business. �The NAICS code is 541620 and the Small Business Size Standard is $16.5 Million.� SCOPE The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and transportation to perform two years of Golden Eagle Surveys within the Cleveland National Forest (CNF). REQUIREMENTS The work to be performed consists of two years of Golden Eagle surveys on the CNF for the mapped area, including visiting known and historic nest sites and locating and identifying new nest sites. The surveys shall determine presence/absence and reproductive status as outlined in the U.S. Fish & Wildlife Service (USFWS) survey protocol throughout the upper San Diego River watershed as shown on maps. �All nests, roosts and sightings (adults, nestlings, fledglings) shall be mapped and GPS�ed for each territory. A final report shall be completed at the conclusion of the survey work and include the completed Natural Resources Management (NRM) Wildlife database spreadsheet (Attachment 2). PROJECT DESCRIPTION Surveys shall be conducted to determine presence/absence and reproductive status for approximately ten Golden Eagle territories on the CNF. Work shall be done according to the Forest and FWS protocol and will involve at least three (3) 4-hour site visits for ground-based surveys, or per protocols for helicopter-based surveys. These visits shall occur each year throughout the survey area. Surveys shall focus on National Forest System lands and Bureau of Land Management lands only unless additional landowners have granted permission for survey. Submission must be received not later than February 24, 2022, at 10:00 AM Pacific�via email at cree.prevost@usda.gov. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f). See Amendment A0001 revising the technical experience requirement and extending the response date to 10:00 AM Pacific, Friday, February 25.� Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to Cree M.
