Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with OFG (Ocean Floor Geophysics), Burnaby, BC, Canada for the lease of an integrated self potential (iSP) sensor to be deployed on an Autonomous Underwater Vehicle (AUV) an Autonomous Underwater Vehicle (AUV) in the Escanaba Trough, Northeastern Pacific as described in the Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items, FAR Part 13 entitled, Simplified Acquisition Procedures, and FAR Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items. OFG is, to the USGS� knowledge, the only source who can provide an ISP system that has demonstrated success in creating electric field measurements of hydrothermal sulfide systems that can be integrated into an AUV. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is - 541990 All Other Professional, Scientific, and Technical Services. Responses to this announcement shall only be accepted through electronic mail addressed to nlushenko@usgs.gov and must be uploaded and received in their entirety no later than March 7, 2022 at 1700 Eastern Time. STATEMENT OF WORK: The U.S. Geological Survey has a requirement for an integrated self potential (iSP) sensor to be deployed on an Autonomous Underwater Vehicle (AUV) during an upcoming research cruise to Escanaba Trough, Northeastern Pacific. The planned operations are from estimated May 25-June 12, 2022 on the R/V Thompson. The integrated self potential sensor will be installed on the AUV Sentry prior to the cruise, used during the research cruise, and processed data will be delivered after the research cruise. The iSP system must have successful previous deployments of at least 3500 m depth on AUVs, the working depth for this cruise. The iSP system must be able to be operated simultaneously with other AUV sensors including multi beam echo sounders, sub bottom profiling, cameras, and others. The iSP system must collect total and vector measurements of electric field in both vertical and horizontal directions and collect fully redundant measurements, allowing for measurement confidence. The system must have previously demonstrated that they can map self potential sources in hydrothermal sulfide mineralizing systems. The vendor must deliver processed iSP data after the research expedition.
