- This announcement constitutes a Source Sought Synopsis. This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation.� The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective offerors for a potential fiscal year (FY) 2022 award of the aforementioned project.� The purpose of this synopsis is to seek industry feedback on the project design and other related construction activities and schedule. The Government will not provide responses to individual comments garnered during this feedback request but will consider this feedback as it develops its acquisition strategy and when it issues the solicitation package. The feedback provided will also be discussed during an industry day scheduled to take place on or about April 2022. This industry day will be conducted either virtually by WebEx or in person in San Juan, Puerto Rico. Details of the industry day will be posted to the SAM.gov website. � The Government also intent to gauge of interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors.� The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville District is considering the issuance of a Request for Proposal (RFP). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking interested offerors for a project that consists of 3 major components: 1) Dredging to deepen and/or widen the San Juan Harbor Federal channel in specific areas, 2) Operations and maintenance (O&M) dredging to existing project depth in specific areas of the Federal channel and in specific Non-Federal berthing areas; and 3) dredging from a borrow area outside of the Federal channel for beneficial placement in artificial depressions in Condado Lagoon. The Pre-Final plans and specifications are included in this sources sought notice for feedback. a. Improvements to San Juan Harbor include deepening Cut-6 of the entrance channel to a required depth of 47 feet, deepening the Anegado Channel, the Army Terminal Channel, and the Army Terminal Turning Basin to a required depth of 46 feet, and deepening the Federal channels adjacent to the cruise ship terminals (to include the San Antonio Approach Channel, the San Antonio Channel, the Cruise Ship Basin East, and the Cruise Ship Basin West) to a required depth of 37 feet, and expansion of the San Antonio Channel to the east by 1,050 feet. The project widening involves constructing 50 feet of new channel on both sides of Army Terminal Channel to increase the total channel width by 100 feet from 350 feet to 450 feet, and eastern and western flares at the intersection of the southern terminus of the Army Terminal Channel and the Army Terminal Turning Basin. All areas of deepening and widening will incorporate +1 foot of allowable overdepth. All dredged material from the project will be disposed of in the San Juan Ocean Dredge Material Disposal Site (ODMDS) located approximately 2.3 nautical miles from the northern end of the Entrance Channel. The estimated dredged quantity for deepening and widening, including new work and overlying O&M, is approximately 2,354,000 cubic yards. b. The standalone O&M component consists of dredging in various locations in the Federal channel as well as in Non-Federal berthing areas. These areas exist outside the footprint of the Improvements component. All dredged material will be placed in the ODMDS. The estimated dredged quantity for O&M dredging is approximately 204,000 cubic yards. c. Beneficial use of dredged material includes dredging in two areas, Cut-6 to Anegado Station 3+00 and in a borrow area outside of Cut 6, and placement in Condado Lagoon within a designated placement area and to a specified elevation. The goal of this component is to fill in artificial depressions to benefit submerged aquatic vegetation habitat. The CLIN structure is intended to maximize the amount of material that can be placed in Condado Lagoon within a fixed dollar amount. Additional work includes, but is not limited to, environmental species monitoring, turbidity monitoring, and overall management of the Condado Lagoon Disposal Area. The estimated quantity to be dredged and placed is 369,000 cubic yards. The project is critical to accommodate existing and future vessel movement, resolve navigation restriction problems, and present opportunities for economic development. The Estimated Magnitude of construction is between $25,000,000 and $75,000,000. The project will have an estimated period of performance of 400 calendar days after receipt of the Notice to Proceed (NTP).� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $30.0 million. The Pre-Final plans, specifications, and preliminary bid schedule are attached to this announcement, and are provided for informational purposes. Note that these documents are subject to change. It is not the Government�s intent to provide the complete solicitation for comment at this time. Anticipated solicitation issuance date is on or about June 10, 2022. The official Synopsis citing the solicitation number will be issued on the SAM.gov Contracting Opportunities Website: https://sam.gov. � Responses to this Synopsis shall be limited to 10 pages and shall include the following information: 1. Company/Contractor name, address, email address, website address, telephone number, and type of ownership for the organization; include DUNS number and CAGE code. 2. Company�s interest in providing a proposal on the pending solicitation once issued. Would you be more likely to propose if the acquisition was solicited as an Invitation for Bid (IFB), over a Lowest Price Technically Acceptable (LPTA), or Best Value-Tradeoff? 3. Company�s capability to perform work of this magnitude and complexity. The capabilities statement should provide a (1) brief description of the project, (2) customer name, (3) customer satisfaction, (4) timeliness of performance and (5) dollar value of the completed project as well as include at least 3 examples citing the following: a. Company�s capability to execute comparable work performed within the past 10 years.� Experience with placement of dredged material in environmentally sensitive areas. 4. In addition, feedback is solicited in the following specific areas: Content and details contained within Pre-Final plans and specifications. Proposed CLIN schedule and options. Proposed schedule/duration provided for construction. What general dredging method (e.g. mechanical clamshell, hydraulic cutter suction, etc.) and type of equipment (e.g. split hopper scow, hopper scow with hydraulic pump out) would be anticipated to be used to complete the requirement? What anticipated impact does one foot of allowable overdepth have on your ability to meet the requirement? What is the anticipated impact, if any, of the proposed dredging setback from structures? What is the anticipated impact, if any, of operating a dredging pipeline under the Condado Lagoon bridges? 5.
