Kettles, VA Medical Center Network Contracting Officed (NCO) 10 2215 Fuller Road Ann Arbor, MI 48105-2303 The Department of Veterans Affairs, LTC Charles S. Kettles VA Medical Center, Pathology and Laboratory Medicine Service (PALMS) has requested a Firm Fixed Price Contract, Total Small Business Set-Aside for an ordering period of five (5) Years (Base Year with four (4) option years). The facility has a need for the supply and delivery of Dry Ice for the Period of 03/02/2022 to 03/01/2027. This is a Combined Synopsis/Solicitation for Commercial Products and Services prepared in Accordance with the format in Far Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Products or Commercial Services as Supplemented with Additional Information included in this Notice. This Announcement Constitutes the only Solicitation; Quotations are being Requested, and a Written Solicitation Document will not be issued. This Solicitation is being issued using the Simplified Acquisition Procedures Under the Authority of Far 13.5 Simplified Procedures for Certain Commercial Items. The Solicitation Number: 36C25022Q0328 and a Statement that the Solicitation is issued as a Request for Quotation (RFQ). All Communications and Documents shall include the Proposed Solicitation Number. All Offerors Shall provide a Firm Fixed Price Quotation for the Dry Ice Delivery Services that includes all shipping and delivery costs. The Solicitation Documents and Incorporated Provisions and Clauses are those in effect through the Federal Acquisition Circular FAC 2022-04 (eff. 01/30/2022) VAAR Update 2008-32 (eff. 11/01/2021). Period of Performance Option Year Three: 03/02/2025 to 03/01/2026 ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 5000 1.00 EA 1.00 The Contractor Shall Delivery 12 ½ pounds of Dry Ice every Wednesday and Friday for a total of 25 pounds of Dry Ice weekly to the Pathology and Laboratory Medicine Department. The Dry Ice shall be in the shape of 5/8 Pellets or 14mm Nuggets. Period of Performance Option Year Four: 03/02/2026 to 03/01/2027 GRAND TOTAL $ Description of Requirements The Contract shall deliver 12 ½ pounds of Dry Ice every Wednesday and Friday for a total of 25 pounds of Dry Ice delivered on a weekly basis to the Pathology and Laboratory Medicine Department. The Dry Ice shall be in the shape of 5/8 Pellets or 14mm Nuggets. The transportation of the Dry Ice to the facility via refrigerated truck. The VA will supply a refrigerated container sufficient to contain the 25 pounds of Dry Ice. In the future there may be a need for an increase of Dry Ice than the quantity specified and that should be available at the same price quoted. Delivery Schedule All Deliveries Shall be made to the LTC Charles S. Kettles VA Medical Center, Building One (1), Third Floor, Pathology and Laboratory Medicine Services (PALMS), Room E333, 2215 Fuller Road, Ann Arbor, Michigan 48105-2303. Receiving hours: all deliveries shall be made between the hours of 8:00 a.m. and 9:30 a.m. Wednesday and Friday. These delivery days are excluding any day declared an official federal holiday. Holidays observed by the VA Medical Center are: New Year s Day Labor Day Juneteenth Day Martin Luther King Day Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Independence Day Christmas Day If a government holiday falls on a Wednesday, then scheduled delivery will be on Tuesday of that week. If a government holiday falls on a Friday, then scheduled delivery will be on Thursday of that week. CANCELLATION VA has the option to cancel, increase or decrease any delivery. Contractor shall receive one day advance notice in any of these situations. BILLING Invoices will be submitted once a week through the Tungsten System as a Net 30. SAFETY REQUIREMENTS In the performance of the contract, the contractor shall take safety precautions that may be determined reasonably necessary, by the Contracting Officer or the Designee, to protect the lives of the occupants of the building. VA shall store the Dry Ice as per the OSHA rules and regulations, in-order to protect the lives of the occupants of the building. The Safety Department should create an effective employee training program for all the employees who work with or around operations using dry ice. Safety department shall also create an emergency response plan for situations involving excess buildup of Carbon dioxide. Employees responsible for shipping packages, containing dry ice, shall be properly trained in United States Department of Transportation (USDOT) shipping requirements. Department head shall ensure proper atmospheric testing is conducted periodically to ensure the CO2 levels remain below permissible exposure levels. Department head shall conduct periodic inspections to ensure the use and storage requirements are met. STORAGE Dry ice is to be stored in non-air-tight well insulated storage containers, chest, insulated coolers, or special coolers designed for the storage of dry ice. To last longer wrap the dry ice in a towel before storing it inside the insulated container. Dry ice is not to be store in completely air-tight containers. The sublimation of dry ice to carbon-dioxide gas will cause air-tight container to expand or possibly explode. Dry ice is to be stored in well ventilated room because the sublimated carbon dioxide gas will sink to low areas and replace oxygenated air, and this could cause suffocation if breathed exclusively. Normal air is composed of 78% nitrogen, 21% oxygen, and only 0.04% carbon dioxide. Concentrations greater than 0.5% (5000 ppm) can become dangerous. Storage and operation locations must be periodically surveyed to ensure carbon dioxide levels remain below 5000 ppm. Dry ice is not to be stored in refrigerator freezer because the extremely low temperature can cause the thermostat to turn off the freezer. Oxygen Deficiency monitor or Carbon-dioxide detectors will be required for the room. Appropriate internal and external signage will be used for the storage. HANDLING Avoid eye or skin contact. Dry ice temperature is extremely cold at -1090F (-78.50C). Never handle with bare hands. Always handle dry ice with care and use cryogenic gloves or thermally insulated gloves which are impermeable, loose fitting. Leather gloves or oven mitts can also be used. If touched briefly it is harmless but prolonged contact can cause skin cells to freeze, causing damage or death of frozen tissue and give cold burn or frostbite. Use a scoop to handle the dry ice. DISPOSAL Disposal of unwanted/unused dry ice is achieved by: Letting the unused portion sublimate (recommended for well-ventilated locations because it will occur over a period of several days and the ventilation will take care of the gas liberated). NEVER dispose of dry ice in a sink, toilet, or other drain because it can freeze water in the pipes and damage the structure. NEVER dispose of dry ice in the trash or garbage NEVER place unneeded dry ice in corridors (some corridors may not be well ventilated, and the oxygen level can be reduced to low levels). FIRST AID In case of exposure to dry ice, remove any clothing that is not frozen to the skin. Do NOT rub frozen body parts because tissue damage may result. Obtain medical assistance as soon as possible. Place the affected part of the body in a warm water bath (not above 40°C). Never use dry heat.
