The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The International Narcotics and Law Enforcement Affairs Section in Embassy Bridgetown implements programs funded by the U.S. Department of State�s (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs (INL/WHP). �The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. � The purpose of this Personal Service Contract is to fill the new position of INL Program Coordinator at the US Embassy in Bridgetown, Barbados. The Program Coordinator will manage INL programs, which may include Law Enforcement Support, Counternarcotics, Money Laundering, and Rule of Law / Anti-Corruption projects. The INL Program Coordinator will maintain oversight on INL projects, advise Post and INL/WHP on programmatic issues, liaise with host country and interagency partners, and perform other duties as required in furtherance of INL programming in the Eastern Caribbean. � DUTIES/RESPONSIBILITIES Under the direct supervision of the US Embassy in Barbados INL Director or his/her designee, the INL Program Coordinator will perform the following duties: 1.�� �Develop program objectives and guidelines for his/her program area(s) and will carry out oversight on project implementation mechanisms including contracts, grants, interagency agreements (IAAs), and letters of contribution. The INL Program Coordinator will provide expertise in the strategic planning and development of future projects. � 2.�� �Develop and maintain a comprehensive knowledge of INL Programming in the Eastern Caribbean; the law enforcement and rule of law issues in the Eastern Caribbean; and the challenges facing the region in addressing them. 3.�� �Maintain outreach as needed to ensure U.S. interagency and international donor efforts to ensure programs in his/her portfolio are complementary and coordinated with the interagency and international community. 4.�� �Assist in developing Letters of Agreement (LOAs), Implementing Instructions, Memoranda of Understanding (MOUs), and other planning documents with the partner government to obligate U.S. Government bilateral assistance in the Coordinator�s areas of responsibility, in compliance with the applicable U.S. government policies such as the U.S. National Drug Control Strategy. The INL Program Coordinator will also make himself/herself available to assist the INL Director in working with the partner government to implement and administer programs, track progress, and when needed, amend/modify these international agreements. 5.�� �Facilitate and process procurements under his/her program areas. Procurements may relate to equipment, training, technical assistance, and other appropriate support for host country institutions. The INL Program Coordinator will also provide input to the congressionally mandated end-use monitoring program in accordance with legislative authorities. 6.�� �Prepare and manage annual strategic plan, program-level budgets and ensure that project implementers prepare ad-hoc and other reports, as appropriate.� 7.�� �Ensure all projects in his/her portfolio remain within budget, and are accompanied by timely written reports, and monitoring and evaluation data (M&E). The INL Program Coordinator, in coordination with the INL Director, will recommend and carry out project amendments, extensions, and other actions, and will work closely with INL/WHP and will report in a timely manner to D.C. on program implementation, including successes and challenges. 8.�� �Provide support for INL Programs under his/her management, including training, vetting, logistics support for program activities, acquisitions, budgeting, and other efforts as needed 9.�� �Review and recommend, program proposals, program training plans and initiatives, and training curricula.� 10.�� �When required, perform the role of Duty Officer. 11.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAINING & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Ability to complete the FSI Grants Officer Representative courses successfully within the first seventy-five days of the assignment. 4.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. � 5.�� �If applicable - �Consultations with the INL Program Office may be required.� PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS This position is based in Bridgetown, Barbados. RELATIONSHIP The INL Program Coordinator will report directly to the INL Director at U.S. Embassy Bridgetown, Barbados and work with other Embassy Bridgetown and INL personnel as appropriate. The INL Program Coordinator will consult and coordinate with INL, U.S. Embassy, host countries, and implementer personnel on matters germane to the INL projects under his supervision. The INL Program Coordinator will supervise the work of locally employed staff (LES) and other personal service contractor (PSC) personnel, as appropriate. When needed, the INL Program Coordinator will carry out grants officer representative (GOR), contracting officer�s representative (COR), and/or agreement officer representative (AOR) duties. The Contract Administrator is INL in Washington and shall be the INL Contracting Officer. In no instance shall the INL Director at U.S. Embassy Bridgetown, Barbados or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The INL Director at U.S. Embassy Bridgetown, Barbados will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in the Eastern Caribbean, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. Minimum Qualifications: 1.�� �U.S. citizenship; Ability to obtain and maintain a U.S. Department of State medical clearance, Secret security clearance, and ethics clearance (if applicable).�(Security clearance upgrade to TS level may be required) 2.�� �A Bachelor�s Degree from an accredited U.S. institution AND a minimum five (5) years of experience related to international affairs, law enforcement or rule of law, international development, political science, and/or public administration.� 3.�� �A minimum of four (4) years of experience managing rule of law, citizen security, law enforcement, drug control and demand reduction, justice reform and/or counternarcotics programs aimed at achieving U.S. foreign policy objectives, preferably in the context of INL programming.� 4.�� �Demonstrated a minimum of four (4) years of experience drafting or developing policy documents, project reports, and program evaluations, preferably in the context of INL programming. Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely required.� 5.�� �Demonstrated experience with program design, implementer selection, and program oversight of U.S. Department of State foreign assistance funding is required. � 6.�� �Demonstrated ability to work independently on projects and issues within overall policy guidelines. 7.�� �Demonstrated ability to work effectively in a team-oriented environment. 8.�� �Demonstrated proficiency in Microsoft Office Suite, particularly Microsoft Excel. 9.�� �Demonstrated experience with strategic planning, resource management, budgeting, oversight, and evaluation, preferably in an INL context. 10.�� �Demonstrated experience working with and/or coordinating with other relevant U.S. government agencies (e.g., USAID, Departments of Justice, Defense, Homeland Security, etc.), international institutions (e.g., United Nations, Inter-American Development Bank, etc.), and foreign government entities. Factor 3: �� ��� ��� �Subject Matter Experience:�� ��� ��� ��� �(20 points) Demonstrated experience working on issues related to citizen security, rule of law, law enforcement, drug control and demand reduction, justice reform and/or counternarcotics with U.S. and foreign government law enforcement, counternarcotics, and/or justice sector officials. Demonstrated experience working with international organizations, non-governmental organizations, and/or private sector entities working toward rule of law and law enforcement goals. Demonstrated superior negotiation, communication and interpersonal skills, especially in culturally sensitive situations. Factor 4:�� ��� ��� �Past Performance:�� ��� ��� ��� ��� �(15 points) Past performance of the applicant�s ability to perform duties assigned related to the position. COMPENSATION (BASE PAY) This position has been designated at the FS-03/GS-13 equivalent level ($74,122 - $108,851 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
