- This notice is issued in accordance with FAR 5.101(a)(1), DFARS 205.205-71, and DFARS PGI 206.302-1. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center (NIWC) Pacific's intent to solicit, negotiate, and award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with SeeByte LTD, Orchard Brae House 30 Queensferry Road, Edinburgh, Midlothian EH4 2HS, United Kingdom (Cage: KC3A8) on an other than full and open competition basis for the Command & Control Software Sustainment in direct support of the Navy�s MK 18 Unmanned Underwater Vehicle (UUV) Family of Systems (FoS) program. The requirement is for services and supplies to support the continuing effort of maintaining, developing, and nurturing the Navy�s MK 18 UUV FoS program. Services and supplies requirement as follows: ITEMDescription Type 0001Technical Services Cost Plus Fixed Fee (CPFF) 0002Licenses for SeeByte, Ltd.'s owned software Firm Fixed Price (FFP) 0003Hardware: Simulators used for training USN personnel FFP 0004Other Direct Cost (ODC) for travel and materialsCost Description. Technical services include studies and analysis, specification and design, development, integration, installation, test, evaluation, demonstration, fielding, operations, maintenance, training, documentation, administration, and Configuration Management (CM) of software. Proprietary software belonging to SeeByte, Ltd. subject to this procurement includes NEPTUNE - autonomy mission planning software; SOLAR for the Payload Communication Architecture; and Automatic Target Recognition (ATR) Algorithm. Simulator, proprietary to SeeByte, Ltd. runs autonomous control software applications to provide a payload control architecture and is used for training personnel. Period of Performance/Ordering Period: FY 23 through FY 32 � 2 year base + four 2-year options The Government intends to negotiate solely with SeeByte, Ltd. under the authority of FAR 6.302-1 � �Only one responsible source and no other supplies or services will satisfy agency requirements.� The applicable NAICS Code is 541512 and the small business size standard is $30.0 Million. Please be advised the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposal. However, any responsible source may submit a response which, if timely received, will be considered. A determination by the Government not to compete this requirement after consideration of all responses to this notice is solely within the Government�s discretion.
