- SOLICIATION NUMBER: W5J9JE-22-R-0004 PROCUREMENT TYPE: Pre-solicitation DESCRIPTION: Project KAZ 2021-001-KAZCENT CONFERENCE CENTER Almaty, Kazakhstan PROJECT OBJECTIVE: The U.S. Army Corps of Engineers (USACE) Transatlantic Expeditionary (TAE) District, Camp Arifjan Kuwait, intends to award a Firm Fixed Price Contract using the Best Value Continuum Lowest Price Technically Acceptable (LPTA) Evaluation Method. USACE-TAE has a requirement from the Security Cooperation Office to procure a Conference Center in Kazakhstan. SCOPE OF WORK: The purpose of this acquisition is to build a prefabricated metal training facility for Kazakhstan (KZ) that will be used as a regional platform for training with other Central Asian States (CAS). The facility will be a large conference room that can be divide into three (3) smaller rooms with movable wall panels. The Authority used for this acquisition is in accordance with Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information Subpart 215.3--Source Selection, dated March 31, 2016. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 270 calendar days) after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required. PSC: Y1JZ - Construction of Miscellaneous Buildings NAICS Code: 236220 Commercial and Institutional Building Construction ESTIMATED DOLLAR RANGES: The construction magnitude of this project is between $1,000,000 and $5,000,000. CONTRACTING PROCEDURES: This is a full and open procurement. Contract award will be evaluated using the Best Value Continuum, FAR 15.101-2 LPTA Source Selection process. The tentative date for issuance of the solicitation is 02 March 2022. SITE VISIT: There is no Government Scheduled site visit anticipated for this solicitation requirement. REGISTRATION/SUBMISSION REQUIREMENTS: Offerors must have and maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM to be eligible for a government contract award. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective offeror. ADDITIONAL REQUIREMENTS: Performance and payment bonds are required and must be sufficient to cover the stated estimated annual maximum contract value. Offerors must be licensed to conduct business in Kazakhstan. Offerors must adhere to Kazakhstan administrative codes in addition to local government administration codes and generally accepted engineering and construction practices, and all local laws in the performance of the consequent contract. The Contractor is responsible for all permits and permitting processes required by the local, regional and Country of Kazakhstan. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored.
