Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Wildlife� Services, National Feral Swine Damage Management Program in Ft Collins, CO �intends to award a sole source, three year contract to Dr. Peter J Fernandez/DUNS:� 080491562/ CAGE Code:� 7S3X0 �to be a �Foreign Animal Disease Subject Matter Expert needed to assist the �program with feral swine disease related issues. �� Rationale or circumstances for limiting competition.� Federal Acquisition Regulation (FAR 13.106-1(b)(1)(i) �Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This is a follow on Contract.� Dr. Fernandez has previously performed these duties for the�� USDA APHIS WS on Contract AG-6395-C-17-0121 04/03/2017 to 02/28/2022 and 12639519D0024 03/15/2019 to� 03/14/2022 Dr.� Fernandez is a veterinarian with expertise in foreign and transboundary animal diseases, epidemiology, and international disease issues. He is fluent in Spanish and has spent his career working on disease related issues on an international scale. Additionally, he is an instructor at Plum Island Animal Disease Laboratory and has tremendous experience training others.�� The Subject Matter Expert would need to meet specified criteria to benefit the program. These criteria would include: 1.� experience working with universities and non-government organizations, such as the Farm Bureau and Pork Board 2.� experience conducting international activities and working with foreign governmental agencies 3.� credibility and existing contacts within governmental agencies and private organizations addressing foreign animal disease surveillance and response plans to protect agriculture; 4.� detailed knowledge of national feral swine disease issues 5.� adequate familiarity with requirements and issues associated with foreign animal disease investigations to appreciate cooperators needs and expectations 6. �Work experience on Plum Island 7.� extensive knowledge and expertise in epidemiology, virology, and transboundary animal diseases. Place of Performance The contractor shall provide appropriate office accommodations, vehicle, and necessary equipment to conduct electronic correspondence, including at a minimum, computer and cellular telephone. In addition, travel throughout the United States and possibly Canada and Mexico is required. This Notice of Intent is not a request for competitive proposals. �No solicitation documents are available and telephone requests will not be honored.� However, if an individual believes it can meet the requirements it must furnish credentials listed �to the Contracting Officer listed on this notice by 8:00am. Mountain Time (MT) �on or before �the closing date of this notice.� �Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 541690 Other Scientific and Technical Consulting Services, and the Small business size standard is $16.5Mil. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
