Description
SOURCES SOUGHT NOTICE 657-20-101JB FCA-Renovate Space for Whole Health Clinic This RFI/Sources Sought is part of the market research being conducted to locate qualified, experienced, and interested potential construction firms capable of completing this project. This Sources Sought Notice is issued for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise to issue a solicitation or ultimately award a contract. An Award will not be made on information received in response to this notice. This notice is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing a Best Value type RFP. Firms must identify their socio-economic status for NAICS code 236220, General Construction. The appropriate North American Industry Classification System (NAICS) code for this acquisition is 236220 with the applicable business size of $36.9 million. Contractor must be a Service-Disabled Veteran Owned General Construction Contractor. The GENERAL SCOPE OF WORK: This project will renovate 11,139 SF of existing space for the Whole Health Clinic. Approximately 6,440 SF of the project area will be a gut renovation and abatement of existing clinic space and remaining project area will be light renovation in previously gutted & abated space. The aesthetically pleasing clinic will adhere to the VA Healing Environments Design Guidelines to the greatest extent possible. The space will include administrative, support and clinical areas. Clinical areas to include large recreation therapy rooms capable of dividing into smaller gathering spaces. Includes demolition, asbestos abatement, new walls, ceilings, flooring, electric, plumbing, HVAC, audio/visual, casework, etc. for a fully functioning Whole Health Clinic. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for project 657-20-101JB Renovate Space for Whole Health as required by drawings and specifications. The project cost range is between $5,000,000 and $10,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (General Construction), with a small business size standard $36.9 million. If interested in this opportunity, please provide via email a Capability Statement: The Capability Statement is designed to inform the Department of Veteran Affairs, of any prospective construction contractors' project execution capabilities. The submission is limited to 10 pages which shall include the following information: 1) Offeror's name, address, point of contact, phone number, e-mail address, and DUNS number. 2) Offeror's interest in bidding on the solicitation when it is issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 1 no more than 3 examples. 4) Offeror's must provide CVE certification - Service-Disabled Veteran owned business. 5) Provide percentage of self-performed labor your company can perform for this type of project. 6) Offeror's Joint Venture information if applicable - existing and potential. 7) Offeror's Bonding Capability in the form of a letter from Surety providing bonding level per contract and aggregate. 8) Letter from Insurance Company identifying Contractors Insurance Experience Modification Rate (EMR). The Response Due Date for this Sources Sought Notice is February 24, 2021 by 2:00 pm CT.
