Request for Information: Joint Operational Medicine Information Systems Program Management Office Strategic Assessment THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) anticipates issuing a sole source contract to McKinsey & Company, Inc. Washington, D.C. to perform strategic assessment and market research services. This action is necessary to ensure timely execution of a comprehensive review of the Government�s planned design and deployment strategy of the Department of Defense (DoD) enterprise electronic health record (EHR) system - MHS GENESIS - to meet defined Role 3 requirements within the Operational Medicine (OpMed) environment. Additionally, McKinsey will be required to perform market research activity to identify potential products to fulfill required Role 3 capabilities able to be deployed as an alternative to MHS GENESIS as a strategic component of the DoD�s overall OpMed Information Technology capability modernization strategy. The performance period is anticipated to be approximately four months. McKinsey is uniquely positioned to timely complete the required strategic assessment and market research activities upon the basis of its highly relevant and recent distinctive experience while collaborating with a multitude of key stakeholders across the services. This experience and invaluable knowledge transfer of stakeholder priorities through performance of data gathering activities and subsequent development of the OpMed Capability Roadmap is of critical significance to performance of strategic assessment and market research activities on behalf of the program office. DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely completion of the analysis at the required level of quality and timeliness. Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI. The applicable North American Industry Classification System (NAICS) is 541618 and the applicable Product Service Code (PSC) is R410. Please send responses to Sharjeel J.
