Description
THIS IS NOT A SOLICITATION: In accordance with FAR Part 10, Market Research, this is a Sources Sought notice to determine the availability of potential sources/contractors having the skills and capabilities necessary to provide temporary housing for homeless veterans, both single males and females, for the Department of Veterans Affairs Medical Center located at 17273 OH-104, Chillicothe, Ohio 45601. All interested Contractors are invited to provide information to contribute to this market research/Sources Sought, including relevant commercial market information. This Sources Sought notice is for information and planning purposes only and is not to be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). This Sources Sought notice corresponds to NAICS 624221. Responses are not considered a proposal, nor will any award be made to interested parties responding to this Sources Sought notice. General Requirements: The Chillicothe Veterans Affairs Medical Center (VAMC) located in Chillicothe Ohio, requires Contractors to provide services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The goal of the HCHV program is to remove homeless Veterans, both single males and females, from the streets or other habitation unfit for Veterans, and place them in a community-based, residential environment with sufficient supportive services to meet their needs. These needs often include mental health issues, alcohol and drug addiction, and physical and mental abuse. The goal is improvement of the Veteran s housing situation. The purpose of this Request for Information (RFI) is to obtain interest from Contractors located within 20 miles from the Chillicothe VAMC for services delivered in and closely adjacent to Ross County, Ohio. Contractors must be able to provide safe and secure housing and supportive services to homeless Veterans, both single males and females, in a community-based Contracted Emergency Residential Services (CERS) facility. Future awards may be based on residential capacity to place Veterans in safe, community-based residences. Maximum number of beds funded will not exceed 3,650 bed days of care per year. The Contractor will be required to provide a low-barrier therapeutic and rehabilitative facility and attendant services targeting the underlying factors contributing to homelessness. The Contractor will NOT be required to provide detoxification or other hospital level treatment. Special emphasis on privacy and security must be noted since both single male and female veterans will be housed in the Contractor s facility. The living environment of HCHV Contract housing must include: Separate and secure sleeping arrangements (unit or wing) for each gender, Separate and secure bathroom arrangements for each gender, Screening procedures and criteria for sex offenders (mixed gender facility), and Common areas (lounges, laundry rooms, group rooms) with appropriate security arrangements. Mixed gender facilities that share entrance and common areas (living room, kitchen, dayroom, etc.) must include onsite staffing available 24 hours a day, 7 days per week.  Requested submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 5 pages in length, single spaced, 12-point font. The Government will not review any other data or attachments that are in excess of 5 pages. Contractors should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties should furnish the following information: Company name and address. Company point-of-contact name, telephone number and email address. Is your business large or small? If small, does your firm qualify as a small, emerging business, or small disadvantaged business? If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act Is your firm a certified Hub zone firm? Is your firm a woman-owned or operated business? Is your firm a certified Service-Disabled Veteran or Veteran Owned Small business (SDVOSB or VOSB)? If your firm is a SDVOSB or VOSB, are you registered with VetBiz Registry? If not, please register at: http://www.vetbiz.va.gov/vip/ Company name, address, and DUNS number. If your company does not have a DUNS number, you must register with Dun & Bradstreet at: http://www.dnb.com As you may be aware, in April of 2022, the federal government will stop using the DUNS number to uniquely identify entities. At that point, entities doing business with the federal government will use a Unique Entity Identifier (UEI) created in SAM. You can now submit either a DUNS number or a UEI when making a CRA request. We plan to allow users to submit a UEI or a DUNS up until the end of March when the DUNS option will be removed, and the tool will exclusively be driven by the UEI. If not, please register at: https://sam.gov/content/home If your company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. Does your firm have a website address? Please provide. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described above. Do you need to subcontract any portion of work to provide these services stated? Please explain. Experience: Please provide a brief summary of the company history relative to similar requirements. Offer should provide the following information on no more than three similar projects for which the responder was a prime or subcontractor. The name, address, and value of each project. The Prime Contract Type, Firm Fixed-Price, or Time and Material. The name, telephone, and address of the owner of each project. A description of each project and why it is relevant to this requirement. Include difficulties and successes. Your company s role and services provided for each project. What are the common qualifications of the people who are providing these services? Does your company intend to submit a quote when the Solicitation is published?
