Description
This publication constitutes a Broad Agency Announcement (BAA) by the Department of Health and Human Services, Centers for Disease Control and Prevention, National Center for Injury Prevention and Control (NCIPC), as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2).� A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. �This announcement will remain open until March 14, 2022 5:00 PM EST or until replaced by a successor BAA anouncement. Concept papers must be submitted by March 14, 2022 5:00 PM EST for funding consideration during fiscal year 2022. This BAA seeks proposals to conduct innovative research using novel data science methodologies related to violence and injury prevention. The National Center of Injury Prevention and Control (NCIPC) anticipates that the knowledge resulting from awards made under this announcement will contribute significantly to the evidence base for injury and violence prevention and lead to improved efficiency, effectiveness, and outcomes in several domains. The CDC will not issue paper copies of this announcement and reserves the right to select for award all, some, or none of the proposals in response to this announcement. �The CDC provides no funding for direct reimbursement of proposal development costs.� Technical and Cost Proposals (or any other material) submitted in response to this BAA will not be returned.� It is the policy of the CDC to treat all proposals as sensitive, competitive information, and to disclose the contents only for the purposes of evaluation. Awards under this BAA shall be awarded in accordance with the Federal Acquisition Regulation (FAR) as firm-fixed-price contract types. The COVID-19 pandemic has elevated attention to the importance of safe and accurate health information. Misinformation�defined as false or misleading information, regardless of the intent of a person to deceive�has received growing attention in health research, particularly in the area of vaccine safety. However, less attention has been paid to the nature and impact of health information and misinformation in the areas of injury and violence prevention. Nonetheless, the quality and accuracy of health information is an important component of injury prevention. For example, individuals who use substances may seek out information on online forums prior to deciding whether to initiate addiction treatment. Individuals contemplating suicide may conduct online searches and peruse website content seeking resources for help. An individual considering involvement or participation in community violence may be affected by information shared on social media. This BAA is a contracting approach to consider proposals that harness scientific research and innovation to enhance data science methodologies related to injury and violence prevention. The general aims of this BAA include: Identify potential contract recipients with recognized expertise in relevant areas or capability to develop and execute promising scientific approaches, and Encourage synergies through collaboration across research and practice entities (e.g., through subcontracting or informal partnerships), and Engage scientifically with funding recipients, depending on the interests of the Government, the availability of CDC science staff, and the nature of the project. Interested parties with a project, product, or service that may potentially align with the above objectives of this BAA are encouraged to submit concept papers in accordance with the attached guidance.� Further details may be found in the supporting documentation attached to this posting.� Please include the opportunity number 75D301-22-R-72182 in all correspondence regarding this opportunity.
