- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 and part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z02321Q00002100 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-06, effective 06 October 2021. The applicable North American Industry Classification Standard Code (NAICS) is 561492 and Product or Service Code (PSC) is R609. The small business size standard is 1,250 employees. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the following requirement: Description of Work: Transcription Services - Contractor shall produce verbatim court-martial transcript from the military court cases. A court audio recording of the trial will be provided by the Legal Service Command, Military Justice Division. The estimate of audio to be transcribe is 200 hours. The attached Statement of Work (SOW) describe the content, format, inspection, etc. Instructions to Offerors This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed on the attached Statement of work. The Offeror is responsible for reading all information contained in this solicitation and all attachments. Offerors should check the www.SAM.gov website often for any information regarding this solicitation and/or amendments to this solicitation. Pursuant to FAR 52.204-7(b), System for Award Management, offerors must be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted, and shall continue to be registered until time of award, during performance, and through final payment of �the purchase order. The USCG shall also examine Offerors for a determination of responsibility. This may be performed by utilizing the CPARS/PPIRS systems, and other reasonable methods of determining responsibility. Contractors who cannot be determined to be responsible may not be eligible for award. �All responsible sources may submit a quotation which, if timely received, will be considered by the Agency.� Quotes are due no later than the response date in the posting. Responses/offers shall be submitted electronically, PDF or compatible with Microsoft Office Suite 2016 format to the email address in the posting. The quotation must contain offerors DUNN, Cage number, Tax ID, Name and Address of the contractor, Phone No, Delivery Date/ Lead Time, Total Price, and Business size.� Evaluation Technical Acceptability: The Government shall select the lowest priced offeror and evaluate that for technical acceptability. Please submit your quote in full via email to the attention of Domingo Cruz Jr. at Domingo.Cruz2@uscg,mil , on or before 12:00 p.m. EST, on 02/18/2022. There will be no exceptions to the time and date on which responses are due, unless extended by the Contracting Officer via solicitation amendment..
