Description
This announcement supersedes Presolicitation Notices N3220521R4233 and N3220521R4234 previously posted on 20 October 2021. Military Sealift Command (MSC) intends to issue a request for proposal (RFP) to solicit sources capable of supporting General Ship Repair (GSR) requirements in MSC Ship Support Unit Guam's area of responsibility. The anticipated RFP will solicit proposals to provide GSR on all MSC and other Government ship classes primarily on the island of Guam. The Government anticipates making multiple Indefinite Delivery Indefinite Quantity awards under which firm fixed price delivery orders will be competed using the Fair Opportunity procedures outlined in FAR Subpart 16.5. The five-year ordering period is estimated to begin in October 2022. Each contract will have a guaranteed minimum of $3,500.00 and each contract will have a ceiling of $249,000,000.00. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611. The Government anticipates that award will be made to all qualifying offerors. A qualifying offeror is an offeror that is deemed responsible under FAR 9.104, submits a proposal that conforms to the solicitation requirements, obtains a technical proposal rating of Acceptable, obtains a past performance rating of Acceptable, and offers a total evaluated price determined fair and reasonable by the Contracting Officer. This notice follows the Government's analysis of submissions received in response to Sources Sought Notice N3220521R4183 posted on 9 April 2021. This analysis supports the Government's determination that a total HUBZone small business set-aside is in the Government's best interest. This synopsis is for information purposes only and does not constitute a solicitation or any Government commitment. The Government will not reimburse interested parties to this notice for any costs associated with responding or subsequent information exchanges. Future announcements will appear on the Governmentwide point of entry located at https://sam.gov/, which interested parties should monitor for updates. The Government estimates posting the RFP on or about 25 February 2022.
