Sources Sought The U. S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing an annual service contract for continued maintenance of a JEOL electron probe microanalyzer as described in the attached Statement of Work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code - 334516 Analytical Laboratory Instrument Manufacturing and associated size standard 1000 employees apply to this announcement. All responsible sources may submit a capabilities statement detailing the ability of their service to meet the Statement of Work included in this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 02/18/2022 1500 ES. Responses submitted by hardcopy shall not be accepted or considered. Statement of Work ________________________________________ I. GENERAL INFORMATION A. Introduction. USGS Menlo Park hosts the JEOL JXA 8530F+ Hyperprobe electron probe microanalyzer (EPMA). The EPMA allows users to collect high-resolution scanning electron, cathodoluminescence and backscatter electron images. The EPMA has been used by scientists in several science centers including: Volcano Science Center, Minerals, and Coastal and Marine. B. Background. The EPMA has been a fundamental tool for geochemical research at USGS Menlo Park for over 40 years. Instrument usage is at nearly 100% capacity, when fully functional. Significant EPMA downtime would result in users being unable to obtain necessary data. Moreover, the EPMA was recently networked to allow remote access to scientists at Hawaii Volcanoes Observatory, Alaska Volcanoes Observatory, and other science centers. Significant downtime would severely affect the data collection of these scientists, as they often have no other access to similar equipment. C. Scope. We require the purchase of an annual service contract for continued maintenance of JEOL EPMA. II. WORK REQUIREMENTS A.Technical Requirements. 1. The service contract will cover routine maintenance (including software upgrades), as well as provide direct access to JEOL-trained field engineers/support in the event of instrument malfunctions, with an average response time of one working day. 2. The maintenance agreement will cover the JXA-8530FPlus. Direct telephone support to field engineer, on-site visits, labor, Genuine Spare Parts (specified in the service contract), and Travel-Related Expenses shall be paid for by vendor for the specified equipment during the performance period. 3. Certified JEOL engineers shall diagnose problems and provide and install replacement of failed replaceable components on an exchange basis from local inventory. The EPMA shall be restored to factory specifications. 4. If the specific parts require repair or testing that can only be performed under original manufacturing conditions, these parts shall be returned to the JEOL manufacturing facility at vendor's expense. 5. Up to two Preventative Maintenance (PM) and calibrations to factory specification shall be performed each year of this agreement. PM and calibration may be performed earlier in conjunction with a maintenance call. This periodic maintenance shall supplement routine CUSTOMER-performed maintenance, install software modifications, verify system performance and reduce unplanned interruptions to instrument availability. There shall be no limit on the number of as-needed/emergency visits. 6. Vendor shall provide software updates, defined as modifications that provide bug fixes and/or safety related improvements at no charge, for the installed EPMA. 7. Equipment on this order shall be eligible for a 20% discount on labor for selected additional services. Eligible services include, but are not limited to: relocation, and repair outside the service agreement. Services outside the scope of this service agreement shall be acquired on separate Purchase Orders as needed. B. Criteria for Acceptance. Technical Liaison will verify all maintenance has successfully been performed once completed. III. SUPPORTING INFORMATION A.
