Description
The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract (Contract Number HM047616C0034) with ManTech under the authority of FAR 6.302-1�to continue Information Technology Enterprise Managed Services (ITEMS) Enterprise Management/ Cyber Security Services (herein referred to as �ITEMS EM/CSS�).The work performed under the proposed extension is a continuation of identical work currently being performed by ManTech under the ITEMS EM/CSS contract The Government requires the ITEMS EM/CSS contract to continue to operate and sustain support for NGA�s Enterprise Management functions to ensure no gap in mission until the competitive EMS contract is awarded and transitional activities have concluded. The EM/CSS scope is expected to be covered by EMS (Solicitation No. HM047620R0001). It is not feasible for the Government to change vendors prior to award of the EMS contract without a gap in service. Multiple transitions would translate into an unnecessary disruption of mission critical operations, and increase the likelihood of mission impact or failure. In addition, competing a new contract for enterprise management services in parallel with the new EMS competitive award would result in further unacceptable delays in fulfilling the agency�s mission due to the time it takes to get through the acquisition process. The sole source modification to the existing contract will provide the agency with the following services: (1) Enterprise Engineering, (2) 24x7 Production Systems Operations Cell (PSOC), (3) 24x7 Enterprise Watch, (4) 24x7 Enterprise Service Desk (ESD), (5) Data Transfer, (6) Public Key Infrastructure (PKI) Issuance and Maintenance, (7) International Program Operations Customer Support, and (8) Information Technology Service Management (ITSM) Operation and Sustainment support. This action will award an extension for a maximum of six (6) months, extending the period of performance of the contract through 31 October 2022 to the extent all options are exercised. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. NGA is currently in the source selection phase for the competitive follow-on acquisition, EMS, to provide these ongoing enterprise management services.� This proposed extension will enable the continued performance of the ITEMS EM/CSS contract through the completion of the EMS acquisition and two-month transition. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer no later than 1:00 pm Eastern Time (ET) on 23 February 2022. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government.
