Description
The Executive Office for United States Attorneys (EOUSA) intends to solicit and award a Purchase Order to Motorola Solutions, Inc., located at 500 W Monroe Street, Ste. 4400, Chicago, Illinois 60661, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement. The EOUSA anticipates award of a Purchase Order, on a sole source basis, to Motorola Solutions, Inc. for an Emergency Notification System (ENS). The Contractor shall provide all necessary internal hardware, software, licensing and support infrastructure to implement ENS services to two EOUSA on-site locations (central infrastructure) and over 256 USAO locations (user locations). The ENS shall provide comprehensive methods to broadcast information to pre-defined groups of personnel. The systems shall support local (district) groups as well as system-wide administrator-defined groups.� The initiation process shall start from a web site or telephone by authorized broadcasters.� The authorized broadcaster selects predefined groups/scenarios that contain information such as phone and E-Mail addresses.� The broadcaster initiates emergency notifications via one or multiple methods to notify users.� The application attempts to contact the predefined groups by all possible selected means. The status of the broadcast shall be seen real-time on screen or via report detailed by user and medium used. There will also be exception reports to ensure that those not notified can be traced via other methods in the event normal notification is not possible. Specific requirements are described below: General Requirements: The ENS system shall be capable of directly interfacing with the Alertus system (www.alertus.com). The system shall allow for bi-lateral communication and alert initiation with Alertus. The Contractor shall provide an Emergency Notification System (ENS) to the Government that will provide telephone, e-mail, iOS interface, and SMS notifications. The ENS shall be capable of notifying U.S. Attorneys� Offices and the Executive Office for U.S. Attorneys in locations throughout the United States and United States� territories, including the Virgin Islands, Puerto Rico, Guam, and the Northern Mariana Islands. The systems shall support no fewer than 20,000 USAO and EOUSA personnel. The systems shall be available and function 24 hours per day, 7 days per week. The Government configuration and administration interface shall be web-based, enforce current government best practice standards, provide for single sign of (SSO) authentication of authorized users, and support a minimum browser version level of Google Chrome version 96.x (64-bit). The period of performance is anticipated to be for a base year and three (3) 12-month option years beginning May 1, 2022 through April 30, 2026. This notice is not a request for competitive quotations.� A Request for Quote will not be available for this requirement.� The intent of this solicitation is for informational purposes only.� However, any information received within five days after the date of publication of this notice will be considered by the Government.� Information in response to this notice may be sent to Maynard Minor, Contracting Officer at Maynard.Minor@usdoj.gov� A determination by the Government not to compete this action is solely within the discretion of the Government.� Telephonic questions or requests are strongly discouraged.
