Request for Information (RFI) Partnerships with Industry on Microelectronics Supply Chain Initiatives Reference Number: N0016422SNB34 PSC: 5961 NAICS: 334413 The Defense Microelectronics Cross-Functional Team (DM CFT) is seeking information from the domestic microelectronics industrial base to help inform DoD objectives, assumptions, and proposed commercial provisions for inclusion into potential public/private semiconductor industry agreements based on grants established through provisions in the Fiscal Year (FY) 2021 National Defense Authorization Act (NDAA) Creating Helpful Incentives for Producing Semiconductors (CHIPS) Act and pending legislation on potential funding of these efforts through the United States Innovation and Competition Act (USICA).� Specifically, DoD is requesting information regarding future semiconductor supply access needs and contract/grant language for consideration to ensure interagency efforts address National Security, Critical Infrastructure, and U.S. commercial industries such as automotive, energy, finance, commercial space, and telecommunications (5G, 6G).� Please note that a separate RFI will be issued to specifically collect industry input for the strategy development in response to FY21 NDAA Section 9903(b) of the CHIPS Act requiring the establishment of a national network for microelectronics research and development.� Section 9903(a) considerations, however, are included in this RFI. Background The DM CFT was established on January 11, 2021 by a Deputy Secretary of Defense memorandum, �The Defense Microelectronics Cross-Functional Team� to prepare the Department for the Great Power Competition by ensuring access to the microelectronics components needed to sustain Defense programs and systems effectively and affordably and to ensure the transition of leading-edge technologies into DoD programs.� An updated charter issued on October 1, 2021 charged the DM CFT with developing a comprehensive defense microelectronics strategy that addresses a holistic DoD approach that strengthens the domestic microelectronics industrial base and a detailed plan to develop and transition microelectronics technology into DoD systems.� The DM CFT also serves as the DoD focal point for microelectronics activities in support of the Creating Helpful Incentives to Produce Semiconductors for America Act (the �CHIPS for America Act�) enacted in the National Defense Authorization Act for Fiscal Year 2021 and support activities for Executive Order 14017, �America�s Supply Chains The FY 2020 and 2021 NDAA legislation significantly emphasizes solutions that promote the domestic on-shoring of ME capabilities to address economic and security concerns.� Specifically, the CHIPS Act and pending USICA legislation establishes and funds initiatives that focus on collaboration and coordination with the interagency and industry to ensure the maintenance and continued development of domestic capabilities to maintain U.S. leadership, competition, and innovation in microelectronics.� However, the language includes recognition that strategy development should include consideration of international supply chain dependencies.� Therefore, on-shoring of foreign manufacturers can be funded if the appropriate provisions for ensuring measurable security in the microelectronics supply chain are established.� In support of the intent and execution of DM CFT objectives, DM CFT request industry input to ensure an optimal and effective development of a microelectronics strategy and anticipated execution of partnerships with industry in support of the CHIPS Act and pending USICA.� The DM CFT is currently considering an approach that addresses and prioritizes research and development and production, transition of technologies to the defense industrial base (DIB), evaluation of the role of export control in the microelectronics supply chain, workforce and academia, on-shoring of capabilities, and other considerations relevant to microelectronics design, fabrication, test, and packaging that enable market sectors in support of national security, critical infrastructure, and US commercial industries. RFI Questions Critical Areas to Address What are the most critical existing and/or near-term domestic microelectronic technology areas needs/gaps to support DoD systems? What other general microelectronics technology and capability considerations should be used to determine the technology areas to address/prioritize to support DoD systems? USG/Industry Partnerships What high level considerations should DoD use to develop their approach to establish public/private partnerships? What incentives can facilitate non-traditional defense contractor and commercial entity participation? What contractual implementation and provision considerations should be implemented into agreements? What considerations are needed to ensure the balance between the security of USG information and government access to intellectual property while promoting competitiveness? What factors should DoD consider in IP licensing agreements? Are there cost-sharing models/mechanisms that can be leveraged to ensure access by the DIB? What considerations should be made to on-shore of foreign manufacturers? Provide any additional information that would help inform USG activities when establishing agreement structures with industry.
