- Description
- This acquisition is for the manufacture and delivery of Enhanced Small Arms Protective Insert (ESAPI) in sizes: X-small short: NSN 8470-01-686-4608 and small short: NSN 8470-01-686-4606. A long term Indefinite Quantity, Firm Fixed-Priced Tiered Contract is planned consisting of one 18 month ordering period (Tier 1) and one 12 month ordering period (Tier 2). The ESAPI is a Critical Safety Item (CSI) built to military performance specifications and stringent quality assurance requirements The ESAPI shall be manufactured in accordance with PRF-19001A0006 dated June 2020. In accordance with FAR Part 19,��the subject acquisition will be 100% set-aside for small business. The production lead-time for ESAPI is 300 days. Quantities are as follows: NSN: 8470-01-686-4608���������� SIZE: XS-S����� Guaranteed Minimum :6,900���� Maximum Quantity: 8,800 NSN: 8470-01-686-4606���������� SIZE : S-S������� Guaranteed Minimum: 6,900���� Maximum Quantity: 8,800 A Best Value, Trade-Off Source Selection procedures will be utilized to evaluate proposals. Evaluation factors will include: PASSING TEST RESULTS OF PRODUCT DEMONSTRATION MODELS and PAST PERFORMANCE - PERFORMANCE CONFIDENCE ASSESSMENT. Only experience with hard armor will be considered relevant for this acquisition. All responsible sources may submit a proposal which shall be considered by the Agency. The estimated release date of the solicitation is January 2022. � Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The followinig notes apply: RD002: Covered Defense Information Applies This item and/or associated data has been determined to contain, utilize, or generate covered defense information (CDI). CDI is unclassified controlled technical information or other information, as described in the controlled unclassified information registry that requires safeguarding pursuant to DFARS 252.204-7012. RA001: Technical and Quality Requirement Documentation This document incorporates technical and/or quality requirements (identified by an �R� or an �I� number) set forth in full text in the DLA Master List of Technical and Quality Requirements found on the web at: https://www.dla.mil/HQ/Acquisition/Policy-and-Directives/ For simplified acquisitions, the revision of the master in effect on the solicitation issue date controls. For large acquisitions, the revision of the master in effect on the RFP issue data applies unless a solicitation amendment incorporates a follow-on revision, in which case the amendment data controls. RQ032 Export Control of Technical Data This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR) and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-controlled technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the �Introduction to Proper Handling of DOD Export Controlled Technical Data Training� and the DLA �Export-Controlled Technical Data Questionnaire� (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/HQ/LogisticsOperations/EnhancedValidation/ To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award for an ineligible offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data. Export Control Of Technical Data (CS003) This item has technical data subject to export-control. DFARS 252.225-7048 is applicable. To be eligible for award, the offeror and its source(s) of supply are required to have been approved by the DLA controlling authority, J34 (email DLAJ344DataCustodian@dla.mil). The approved suppliers are indicated in the Business Decision Analytics (BDA) tool (refer to the Analysis by CAGE Code Model Job Aid in EBS online help, eProcurement, BDA folder). See DLAD PGI 25.7902-4(S-90) for when exceptions could apply. DLA will not delay award in order for an ineligible offeror or its source of supply to apply for and receive approval to access the export-controlled data. Instructions to suppliers regarding requirements to access data from DLA are available at https://www.dla.mil/HQ/LogisticsOperations/EnhancedValidation/ Interested offerors shall review the language at DFARS 252.225-7048 Export Controlled Items to address any questions as DLA-TS will not provide any guidance on these requirements. Solicitation will be posted on https://www.dibbs.bsm.dla.mil/ Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as �The Berry Amendment�) impose restrictions on the DoD�s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
