Description
THIS IS A SOURCES SOUGHT NOTICE and is for information purposes only.� THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION FOR BID. The U.S. Army Corps of Engineers, Honolulu District, requests letters of interest from PRIME CONTRACTORS interested in performing work on a potential design-bid-build construction solicitation for the FY23 Military Construction Army (MCA) 070551 Child Development Center, Schofield Barracks, Oahu, Hawaii. �NO SOLICITATION IS CURRENTLY AVAILABLE.��� Project Description: This firm fixed-price design-bid-build construction project is to provide a large standard-design Child Development Center (CDC) under six years of age with adjacent outdoor play areas for children and supporting facilities at Schofield Barracks, and replace the current band practicing facility outside of the CDC project footprint.� The Child Development Facility includes developmental learning modules, activity areas, an isolation room, changing areas, patron visitor waiting area, administrative support space, staff lounge work room, commercial kitchen, laundry, storage, supply rooms, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Closed Circuit Television (CCTV) installation, and Energy Monitoring Control Systems (EMCS) connection. Additionally, the facility includes outdoor play areas with age appropriate child development equipment, safety surfacing, and fencing.� Sustainability and energy enhancement measures are included. In total, the project includes the 37,300 square foot Child Development Center building, 38,311 square feet of playground area, and 146 parking spaces (2,550 square yards). Supporting facilities for the Child Development Center include site development, utilities and connections, lighting, paving, parking, sidewalks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Work will also include installation of video monitoring, alarm, and intercom systems for safety. Seismic construction design will be included in the proposed facility. Air conditioning will be provided by standalone chillers located adjacent to the facility. Measures in accordance with the Department of Defense Minimum Antiterrorism for Buildings standards will be provided. Access for individuals with disabilities will be provided. Additionally, the existing band practice facility that it is within the footprint of the proposed Child Development Center facility will be relocated to another site within Schofield Barracks. The replacement band practice facility will be approximately 5,000 to 7,000 square feet in area based on the unit specific needs. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Estimated cost of construction is $25M to $100M. Interested PRIME CONTRACTORS should submit the following: a.� Narrative demonstrating design-bid-build experience in similar type of work (child development center or a school for children 8th grade or younger) in a location similar to Schofield Barracks.� If the experience is not at Schofield Barracks, provide an explanation why the location is similar to Schofield Barracks. b.� If the design-bid-build experience from paragraph a above, was not located at Schofield Barracks, provide construction experience working on a remote location like Schofield Barracks on the Island of Oahu or a similar location.� c.� If the construction experience for paragraph a above is not in the State of Hawaii, identify any other construction project(s) performed in the State of Hawaii. d.� Bonding capability for a single contract action of at least $25M and aggregate of at least $100M by the interested prime contractor. e.� DUNS/CAGE CODE, Expiration date in SAM.GOV. f.� Indicate whether your firm is a large business or small business and indicate applicable socio-economic category of FAR PART 19. Interested Small Business Subcontractors should submit the following: a.� Identify interested areas of work and provide a narrative demonstrating the experience that are similar in size, scope, complexity, and/or magnitude of the work performed. b.� The size of the crew(s) available to perform work. c.� Identify applicable socioeconomic category of HUBZone, Women Owned Small Business, Service Disabled Veteran Owned Small Business, or Small Disadvantaged Business d.� DUNS/CAGE CODE, Expiration date in SAM.GOV. Narratives shall be no longer than two (2) pages. Email responses are required.� Responses are to be sent via email to dayna.n.matsumura@usace.army.mil, and kent.a.tamai@usace.army.mil no later than February 15, 2022, 2:00 p.m. Hawaii Standard Time. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE.� It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
