Description
**THIS IS NOT A SOLICITATION** THIS IS A REQUEST FOR INFORMATION.� Please read the description of the requirement below in its entirety. ICE is NOT opening a full-scale detention facility in Puerto Rico. The purpose of this RFI is to evaluate possible vendors to provide the various detention-related services described below in Puerto Rico. A summary of the requirement follows: U. S. Immigration and Customs Enforcement (ICE) has a continued need to contract armed guard, detention, and transportation services for the following sites located in the Commonwealth of Puerto Rico (PR): (1) Aguadilla building, (2) ICE site at Luis Munoz Marin International Airport (LMMIA), and (3) the San Juan GSA building located in Guaynabo, PR. Each site may require all or a combination of these services and any other services required for the safety of detainees under the custody of ICE.� Transportation services are required throughout Puerto Rico. (1) Aguadilla Facility The Aguadilla building is located at 505 Gun Club Road, Aguadilla, PR 00603 and it is a government owned facility.� The facility serves as a processing hub and temporary holding site [not to exceed twelve (12) hours].� Detainees held at the Aguadilla Building are awaiting transportation for bed space at an assigned ICE housing facility or a temporary lodging site within Puerto Rico.� The facility is located on approximately 2.74 acres and consists of four (4) buildings: a main building with holding cells, an administrative office building, and two support/storage buildings. The perimeter is fenced with access onto the property that is controlled by an entrance gate. The Aguadilla building is to be guarded twenty-four (24) hours a day, seven (7) days a week, and fifty-two (52) weeks a year including all Federal Holidays. (2) Luis Munoz Marin International Airport (LMMIA) The ICE site at LMMIA is located at the International Arrivals Terminal Area, Carolina, PR 00979. The site is co-located with U.S. Customs and Border Patrol (CBP) and serves as a processing hub and temporary holding site [not to exceed twelve (12) hours] for individuals held at the airport. Detainees held at LMMIA are awaiting removal from Puerto Rico on an outgoing flight or awaiting transportation for bed space at an assigned ICE housing facility or a temporary lodging site within Puerto Rico. The site consists of administrative processing rooms and holding cells. LMMIA is operated sixteen (16) hours a day (7:00 am � 10:00 pm), seven (7) days a week, fifty-two (52) weeks a year including all Federal Holidays. (3) San Juan GSA Building The ICE facility at the San Juan GSA Building is located at 651 Federal Drive, Guaynabo, PR 00965. This government owned facility is used to process and house detainees undergoing removal proceedings. The San Juan GSA facility is a 3809 square foot, one-story facility consisting of a processing area, a visiting area, a control post, an administrative space, a kitchen, two (2) detainee housing units (male and female), and two (2) temporary holding areas (male and female). �The facility has a twenty-two (22) bed capacity [sixteen (16) males, six (6) females] which in case of emergencies can be increased with the use of cots to thirty-eight (38) beds [twenty-nine (29) males (13 cots) and 9 females (3 cots)].� The temporary holding cells have a capacity for ten (10) males and ten (10) females. The San Juan GSA Building is operated twenty-four (24) hours a day, seven (7) days a week, and fifty-two (52) weeks a year including all Federal Holidays. The Contractor shall furnish all contract oversight management, supervision, equipment, materials, supplies, licenses, permits, certificates, pre-employment screenings, administration, and any other resources necessary to provide Transportation Services and Detention Management Services. Contractor will be responsible for the procurement, storage, inventory, and maintaining adequate levels of detainee welfare items as well as detainee laundry services. The Contractor shall always provide trained personnel to perform the services as prescribed in and required by the contract. Interested vendors shall provide a brief capabilities statement electronically to the Contracting Officer, Corey Soileau, at Corey.Soileau@ice.dhs.gov and Contract Specialist, Marvin Nunez, at Marvin.Nunez@ice.dhs.gov, no later than the time and date specified in this announcement. A solicitation for this requirement will be posted to the Government Point of Entry (GPE).
