- Responses to questions submitted by industry: Will scaled drawings of the site(s) and location of the manholes be provided so that cable lengths can be determined? Response: The available drawings associated with the work are included with this amendment and are incorporated as ATTACHMENT 3 of the RFQ. As requested before will the ELECTRICAL ONE-LINE DIAGRAMS of 15KV existing circuits be provided? Response: The available drawings associated with the work are included with this amendment. Scope of work 2.1 and 2.2 state the new feeders shall meet or exceed the specifications of the cables being removed. Can the specifications of the existing cables be provided? Response: The available drawings associated with the work are included with this amendment. Is this to be a sealed bid delivered to you? Can proposal be sent via email or other electronic method? Response: This is not a sealed bid construction-type contract. This repair is being procured using Simplified Acquisition Procedures (SAP) under FAR Parts 13 in conjunction with FAR Part 12 Commercial Items. Your quote and supporting documentation can be sent via email to Kurt.Kramer@va.gov. The bid is due in two days. We do not have enough information to determine the scope/cost until questions are answered. Can the bid date be extended to accommodate? Response: The due date and time of offers has been extended to 11:00 am on February 4, 2022. The scope of work states the cables have failed splices, does the Owner know if the failed splices have damaged any of the cable ducts? Are there spare ducts to be used if so? Response: Splices failed in the vault. It is unknown if there are conductor failures inside the ducts as well. The duct bank schedule I provided with he prints lists the number and size of conduits in the manholes and the drawings are annotated in the key notes section discuss routing of conductors. Is the work to be performed on weekends? Response: Yes, see para 4 of the Performance Work Statement (PWS).
