- Description
- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions expected to exceed $15,000, but not expected to exceed $25,000. This is a notice of intent to award a sole source contract to Novogene and is not a request for competitive proposals.� This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold.� Contracts awarded using FAR Part 13�Simplified Acquisition Procedures and at a dollar value less than the simplified acquisition threshold are exempt from the requirements of FAR Part 6�Competition Requirements. Single-sole Source Determination: The determination by the Government to make a single-sole source�is based upon the market research conducted as prescribed in FAR Part 10�Market Research, specifically the results of the market research concluded that this order is for Genome services development services offered by Novogene.�This De Novo genome assembly annotation and analysis project involves Whole Genome sequencing, PacBio sequencing, Hi-C sequencing, and Eukaryotic mRNA sequencing for single mouse reference genome. Currently the best platform to conduct such sequencing service is the Illumina NovaSeq platform combined with a state-of-the-art library preparation kit. The research requires a company that has sufficient sequencing capacity to allow for �efficient turnaround time and high depth sequencing.� The project will require advanced technical support due to the complexity of sequencing data.�Novogene, with over 75% of our staff holding advanced degree, can provide that support. Novogene is the only company that can fulfill these requirements on the NovaSeq platform with our large sequencing capacity, superior data quality (Q30 for ? 85% of bases), comprehensive bioinformatics data analysis, fast turnaround time, and very competitive prices. Novogene is the largest sequencing center in the world, housing Illumina NovaSeq, Hiseq X, 4000 and 2500 machines, as well as PacBio�s newest Sequel system. Novogene offers high quality sequencing that exceeds the Illumina metrics. Novogene�s California sequencing center has cutting-edge Illumina NovaSeq platform and can process large NGS projects in a short period of time. Novogene delivers top quality sequencing data and publication-ready analysis packages, rapidly and at highly competitive costs. Novogene has collaborated with 9725 organizations worldwide last year resulting over 16,500 successfully completed genomic projects from 28 countries in the areas of WGS, WES (whole exome), epigenetics, transcriptome and microbial sequencing. Novogene has ~255 publications with an accumulative impact factor of 1,450, 157 software copyrights, and 27 invention patents. Novogene also has proven expertise and a very strong record in NGS and bioinformatics service area. Contractor requirements: The contractor shall complete the following work: Project will be with assigned a dedicated team that includes a sales representative, a technical support scientist, and a project coordinator. Assemble a reference level genome using a combination of sequencing methods including illumine paired-end and mate paired sequencing, pacbio HiFi reads, Hi-C library and complete a de novo assembly of the genome. Metrics include Novase PE150 (145G raw data ) Q30>85% The contractor will also assemble an RNA library with mRNA and LncRNA from the samples provided PE150,Q30>85% 6G of raw data per sample After the reference genome has been generated, it will be annotated for MRNA, LncRNA, and endogenous retroviral elements within the sequence. After the reference genome has been generated, it will be compared to the reference genome of the NOD and c57bl/6 mouse to identify�?which�sequences�?were inherited from each of�the respective strains These samples and the annotated genome will be returned to the NIH in a standard genbank style format ready for submission to genbank or UCSC browser. Deliverable Requirements: The contractor�s work will be reviewed weekly for appropriate progress made in the form of research progress reports. Information in the report will contain status update and projection for start date of the next phase of the project. Research data, including results obtained through the process, as well as other relevant data, will be collected and maintained weekly in their facility. The completed final summary report and all related data must be submitted within 30 days of completion of the study unless otherwise arranged. The final report will be similar in context and presentation to that reported in Zhang et al iScience 2019 Sept 27 19:162-176. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC6677790/ Contractor qualifications Contractor shalll be an Illumina certified provider and have the world�s largest sequencing capacity of 55 Illumina sequencers, including NovaSeq 6000, HiSeq X Ten, and HiSeq 4000, with an annual throughput of over 28,000 human WGS samples. Contractor shall have a state-of-the-art platform comprised of DELL computing nodes with total memory of 410 TB, computing power of up to 1,727 T flops, and Isilon storage capacity of 62 PB. Contractor should have over 75% of their employees holding an advanced degree in biological science. Contractor shall have more than 10yrs in existence as a company. The contractor shall have an established publication record of over 600 research papers (publications), 150 software copyrights, and 25 patents. Closing Statement: This notice is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this notice shall contain sufficient information to establish the interested parties� bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
