- REQUEST FOR INFORMATION (RFI) W81K04-22-Q-0003 United States Medical Command (MEDCOM) Headquarter (HQ) Capability Support Occupational Health/Medical Surveillance Physicals Services The Health Readiness Contracting Office (HRCO), on behalf of the United States Army Medical Command (MEDCOM), has developed this RFI for W81K04-22-Q-0003 to solicit market research information from industry to assist the Government with the analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. THIS IS A REQUEST FOR INFORMATION ONLY. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise reimburse your company for the information provided in response here to. In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes: The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. This RFI is issued for the purpose of: determining the scope of industry capabilities and interest in Occupational Health/Medical Surveillance Physicals Services. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that HRCO will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website http://SAM.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government�s acquisition approach on a future Solicitation. Description on Requirement: The Health Readiness Contracting Office has a non-personal service requirement for a contractor to provide; physical examinations, medical case reviews, including pre-employment, annual, and termination physical examinations to approximately 4,000 Department of the Army (DA) Civilians (Firefighters, Police/Guards, Maintenance Personnel, and Emergency Essential Occupational Health & Safety Specialist in Deployable positions). The services shall provide be performed at the contractor�s facility. The examinations and medical case reviews shall be within the Continental United States and Puerto Rico. The contractor shall send the full physical examination reports to the U.S. Army Reserve Safety Directorate. A draft Performance Work Statement (PWS) and RFI (Capability Response) is attached to this announcement for reference.� Interested parties should provide feedback/input to this RFI by submitting the following information via email to the HRCO POCs no later than 1700hrs (5pm) on 8 February 2022 Central Time: RFI (Capability) Response: 1. Does your firm have the capability to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to establish a network of qualified Occupational Health Medical Services Providers, as defined in this Performance Work Statement?� ���� b. Does your firm have the capability to provide services at all locations listed in the Exhibits of the PWS? ���� c. The DOD Firefighter�s Occupational Medical Examinations is based on National Fire Protection Association (NFPA) 1582, Standard on Comprehensive Occupational Medical Program for Fire Department and DOD 6055.05-M, Occupational Medical Examinations and Surveillance Manual. Does your firm have the capability of providing the firefighter�s occupational exam in accordance NFPA 1582 Standards? Listed in PWS paragraph 5.4.3? ���� d. The DoD Police and Guards Occupational Medical Examination is based on the DoD 6055.05-M, Occupational Medical Examinations and Surveillance Manual, May 2, 2007 (Incorporating Change 3, August 31, 2018), Chapter 3, Exams for Specific Groups, Paragraph C3.4. �Police Officers and Security Guards�. Does your firm have the capability of providing a DoD Police and Guard�s occupational medical examination in accordance with the DoDI 6055.05-M, Occupational Medical Examinations and Surveillance Manual. Listed in PWS paragraph 5.6.1? ���� e. The DoD Maintenance Shop Personnel Medical Examination is based on the DoD 6055.05-M, Occupational Medical Examinations and Surveillance Manual, May 2, 2007. Does your firm have the capability of providing a DoD Police and Guard�s occupational medical examination in accordance with the DoDI 6055.05-M, Occupational Medical Examinations and Surveillance Manual. Listed in PWS paragraph 5.7.3? ���� f. The DoD Comprehensive Emergency Essential Occupational Health & Safety Specialist Medical Examination is based on the DoD 6055.05-M, Occupational Medical Examinations and Surveillance Manual, May 2, 2007. Does your firm have the capability of providing a DoD Police and Guard�s occupational medical examination in accordance with the DoDI 6055.05-M, Occupational Medical Examinations and Surveillance Manual. Listed in PWS paragraph 5.9.3? ���� g. Does your firm have experience performing occupational medical examinations for the DOD?� If so, please provide the following information for each relevant contract: (1) name of your customer; (2) contract number; (3) contract start date; (4) contract length; (5) total dollar value for all periods; (6) place of performance; and (7) a brief description of services? ���� h.� Do you see anything in the requirement that would NOT make this a commercial requirement in accordance with FAR part 12 and how would you suggest mitigating it? ���� i.
