Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Beckman Coulter Life Sciences, for the procurement of an upgrade to our existing flow cytometer. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Microsystems and Nanotechnology Division within the Physical Measurement Laboratory at NIST requires a flow cytometry measurement system with 3 color excitation (violet, blue, red) covering emission of common fluorophores (DAPI, FITC, PE, Cy5) in a high dynamic range (16-bit data acquisition) and sensitivity (<250 MESF per fluorophore).� NIST currently owns an instrument with 2 colors (blue, red) that can be readily upgraded to 3 colors (adding violet).� The most cost-effective way to meet our technical requirements would be to upgrade existing NIST instrument (Beckman Coulter Cytoflex flow cytometer with configuration V0-B3-R1) to a configuration that includes laser and detection of fluorescence emission from violet dyes (DAPI, Hoechst 33342, and dyes of similar excitation/emission).� The upgrade is necessary to validate new measurement techniques and technology that is being developed to improve the uncertainty of biomarker measurements for biological research and medical diagnostics. The original instrument was purchased to validate measurements using dyes excited by blue and red lasers. Our needs have now grown to include measurements from violet dyes, specifically to acquire information about the nuclear contents of cells (which are primarily labeled with violet dyes). The existing instrument already includes the components necessary for the work.� The scope of the upgrade involves a software upgrade and visit by technician to align and validate the new configuration and performance criteria. No other company can perform this work as it requires access to (and modification of) proprietary software and hardware in the existing instrument. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 811219 and the size standard is $22.0 M. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
